The People of the State of Michigan enact, That the common council of the village of Cedar Springs in the county of Kent, Michigan, be and are hereby authorized and empowered to borrow money on the faith and credit of said village and to issue bonds therefor to an amount not exceeding five thousand dollars, which shall be expended in making public improvements in said village of Cedar Springs: Provided, That a majority of the qualified electors of said village voting at an election to be called in conformity with the requirements of act number two hundred and twenty-six of the session laws of eighteen hundred and seventy-one, as amended by act number two hundred and ninety-three of the session laws of eighteen hundred and eightythree, shall vote in favor of said loan in the manner specified in said act and the amendment thereto, and not otherwise.
