Philippine Commission.

IN EXECUTIVE SESSION FROM FEBRUARY 4, 1911, TO FEBRUARY 6, 1912.

Statement with reference to bills, resolutions, and reports of committees, Acts of the legislative council of the Moro Province considered in executive session by the Commission from February 4, 1911, to October 15, 1911, and appointments confirmed by the Commission during the period from February 4, 1911, to February 6, 1912, inclusive.

When the Legislature is not in session, action taken by the Commission within its exclusive general legislative jurisdiction over all that part of the Philippine Islands inhabited by Moros or other non-Christian tribes is recorded in the Executive Journal, and as this journal is not printed, the following information is taken therefrom and given here in order to afford in the printed journal a continuous record of all bills, resolutions, committee reports and acts of the legislative council of the Moro Province considered by the Commission from the close of the period covered by the journal for the first session of the Second Legislature to and including February 6, 1912. The numerical series of Commission bills, joint, concurrent, and house resolutions, and committee reports, begin anew with each Legislature. There is also given in this statement a list of appointments confirmed by the Commission from February 4, 1911, to February 6, 1912, inclusive.

The following are the bills, resolutions, reports, and acts of the legislative council of the Moro Province, by titles or subjects, presented to the Commission during the periods from February 4, 1911, to October 15, 1911, inclusive, with information of the action taken thereon:

BILLS.

No. 93. An Act establishing a sales agency for articles manufactured in the schools in the provinces inhabited by Moros and other non-Christian tribes, and by the people of said provinces, and appropriating money for the construction of a suitable building for the same, and for other purposes.

April 7, 1911. Introduced by the President, read the first time and ordered on file for second reading.

April 10, 1911. Read the second time, amended in Committee of Whole, read third time, passed, reconsidered, further amended, passed, and title amended. (See Act No. 2061.)

No. 94. An Act making applicable to that part of the Philippine Islands inhabited by Moros or other non-Christian tribes certain acts of the Second Philippine Legislature, making an appropriation to enable said territory to participate in the benefits of Act Numbered Two thousand and twenty-three, and legalizing, confirming, and ratifying the collection of taxes and all other action heretofore taken in said territory under the provisions of any of said Acts.

April 18, 1911. Introduced by Commissioner Araneta, read first and second times, amended in Committee of Whole, read third time and passed. (See Act No. 2062.)

No. 95. An Act to amend Act Numbered nineteen hundred and fifty-nine, entitled "An Act making a toll road of all that part of the Benguet Road situate, lying, and being within the boundaries of the Mountain Province," as amended by Act Numbered Two thousand and eight, by providing for the regulation of passage of traffic of all kinds thereon, and fixing penalties for violation of such regulations.

April 18, 1911. Introduced by Commissioner Elliott, read first and second times, amended in Committee of Whole, read third time and passed. (See Act No. 2063.)

No. 96. An Act renewing certain appropriations in Acts Numbered Nineteen hundred and ninety-two and Nineteen hundred and ninety-eight until such time as the regular appropriations for the Mountain Province and the Provinces of Nueva Vizcaya and Agusan and for Insular expenses in said provinces, the Moro Province, and the city of Baguio, for the fiscal year nineteen hundred and twelve, shall have been made.

No. 97. An Act making an appropriation for sundry expenses of the Bureau of Audits in the territory inhabited by Moros and other non-Christian tribes for the fiscal year ending June thirtieth, nineteen hundred and eleven.

June 23, 1911. Introduced by the President, read first and second times, considered in Committee of Whole, read third time, amended, and passed. (See Act No. 2065.)

No. 98. An Act amending Act Numbered Eighteen hundred and seventy-six, entitled "An Act providing for the establishment of a province to be known as the Mountain Province, for the establishment of a prison at Bontoc for non-Christian criminals, changing the boundaries of the province of Nueva Vizcaya, amending Act Numbered Eight hundred and sixty-seven, as amended, by changing the boundaries of the Mountain Judicial District and the times and places of holding courts of first instance in the said district, providing for participation by the Mountain Province in the distribution of internal-revenue collections, and repealing all Acts or parts of Acts inconsistent with this Act," by creating the office of fiscal of the Mountain Province; creating the office of provincial fiscal of Nueva Vizcaya; abolishing the position of fiscal for the Mountain Judicial District, and for other purposes.

No. 99. An Act providing for the investment of a portion of the accretions to the gold-standard fund in loans to the provinces and municipalities in the territory inhabited by Moros or other nonChristian tribes, for certain purposes, in securities authorized for the investment of funds of the Postal Savings Bank, and in interestbearing bonds to assist in the construction of sugar centrals, and for other purposes.

July 22, 1911. Introduced by the President, read the first and second times, amended in Committee of Whole, and ordered on file for third reading.

July 24, 1911. Read the third time, further amended, and passed. (See Act No. 2067.)

No. 100. An Act to provide for the employment of a prosecuting attorney for the Moro Province.

July 26, 1911. Introduced by Commissioner Palma, read the first and second times, amended in Committee of Whole, read third time, and passed. (See Act No. 2068.)

No. 101. An Act making appropriations for sundry expenses of the provincial governments of Agusan, Nueva Vizcaya, and the Mountain Province, for Insular expenses in the said provinces and the Moro Province, for the period ending June thirtieth, nineteen hundred and twelve, and adding to the purposes for which the money appropriated by section five of Act Numbered Two thousand and sixty-two may be used.

No. 102. An Act making appropriations for public works and permanent improvements in the Provinces of Agusan, Nueva Vizcaya, the Mountain Province, and the Moro Province.

No. 103. An Act providing certain special proceedings for the settlement and adjudication of land titles in the Moro Province, the Mountain Province, the Province of Agusan, and the Province of Nueva Vizcaya.

July 27, 1911. Introduced by Commissioner Elliott, read the first time and referred to the Committee on Matters Pertaining to Department of Finance and Justice.

September 15, 1911. Reported with amendments (Report No. 234), report adopted, read the second time, further amended in Committee of the Whole, and ordered on file for third reading.

September 18, 1911. Judge Ostrand, of the Court of Land Registration, given a hearing, and further consideration postponed.
