Commission Bill No. 126. An Act to amend section eleven of Act Numbered Nineteen hundred and eighty, entitled "An Act to. provide for the creation of a commissioned and enlisted service within the Bureau of Navigation, the creation of a pension fund in connection therewith, and for the punishment of offenses against good order and discipline within such service," by authorizing the Secretary of Commerce and Police, with the approval of the Governor-General, to designate any commissioned officer to act as summary court officer.

Commission Bill No. 126 was read the first and second times and referred to the Committee of the Whole.

RESOLUTION.

The Chair introduced the following resolution, for Commissioner Worcester:

Commission Resolution No. 78. Whereas the municipality of Jolo has requested that a tract of land in the Jolo town site be reserved for school purposes; and

Whereas the Director of Lands has furnished a description of the tract of land desired to be reserved: Now, therefore, be it

Resolved, That in accordance with the provisions of section forty of Act Numbered Nine hundred and twenty-six the following-described lot or parcel of land situated in the Jolo town site, Moro Province, be, and the same is hereby, reserved for municipal school purposes:

Beginning at point marked 1 on plan, S. 89° 25' E. 83.63 m. from monument No. 25, thence S. 4° 41′ W. 113.58 m. to point 2; N. 43°

Containing 2,849 square meters.

On motion by Commissioner Elliott, the resolution was adopted.

EXECUTIVE SESSION.

The Commission then proceeded to the consideration of executive business, particularly the report of the Secretary of the Interior for the fiscal year ending June 30, 1911.

After the consideration of executive business, the Commission returned to regular session.

The Journal of Thursday, November 2, 1911, was read and approved.

Commissioner Araneta entered the Session Chamber at this point.

MESSAGE FROM THE ASSEMBLY.

NOVEMBER 1, 1911.

MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly on November 1, 1911, passed the following bill (A. B. No. 577), in which it requests the concurrence of the Commission: An Act amending section three of Act Numbered Two thousand and fifty-five, by providing that residents of the Provinces of Mindoro, Palawan, and Batanes, organized under "The Special Provincial Government Act," Act Numbered Thirteen hundred and ninety-six, shall be exempt from the payment of the tax established by section nineteen of Act Numbered Thirteen hundred and ninetysix, but subject to the payment of the double cedula tax, and repealing section four of Act Numbered Two thousand and fifty-five and all Acts in conflict with this Act.

By unanimous consent, Assembly Bill No. 577 was read the first time by title only and referred to the Committee on Matters Pertaining to the Department of the Interior for report and recommendation.

THIRD READING AND PASSAGE OF BILLS.

Commission Bill No. 124. An Act providing certain special proceedings for the settlement and adjudication of land titles. Commission Bill No. 124 was read the third time. Commissioner Araneta moved the following amendment: Insert between present sections 2 and 3 the following new section: "Sections one and two shall not be applicable in cases where before this law takes effect the Bureau of Lands has surveyed or begun the survey of any land or lands title to which the public interests require to be settled and adjudicated," and renumber subsequent sections accordingly.

The motion prevailed.

The question then being upon its passage, the roll was called and Commission Bill No. 124 was unanimously passed and the title read and approved.

Ordered, That the Secretary request the concurrence of the Assembly in the bill as passed.

Commission Bill No. 125. An Act making it unlawful without authority from the Director of Navigation, to establish, erect or maintain in the navigable waters of the Philippine Islands, any light as an aid to navigation or any other aid to navigation similar to any of those maintained by the Bureau of Navigation, and providing a penalty therefor.

By unanimous consent, Commission Bill No. 125 was read the third time by title only.

The question then being upon its passage, the roll was called and the bill was unanimously passed, and the title read and approved.

Ordered, That the Secretary request the concurrence of the Assembly in the bill as passed.
