MESSAGE FROM THE ASSEMBLY.

OCTOBER 23, 1911.

MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly on October 23, 1911, passed the following bill (A. B. No. 587) in which it requests the concurrence of the Commission: An Act amending Act Numbered Eleven hundred and eighty-nine known as the Internal Revenue Act and Acts amendatory thereof, by exempting small manufacturers, merchants, and dealers in tuba, bassi, tapuy or like domestic beverages from the internal revenue tax, and for other purposes.

By unanimous consent Assembly Bill No. 587 was read the first time by title only and referred to the Committee on Matters Pertaining to the Department of Finance and Justice.

POSTPONEMENT OF CONSIDERATION OF C. B. NO. 114. Commission Bill No. 114, entitled "An Act authorizing the Secretary of Commerce and Police with the approval of the Governor-General to contract with any railroad company in the Philippine Islands for the construction and maintenance of joint railroad and highway bridges on its lines of railroad, appropriating the sum of five hundred thousand pesos to pay the Government's proportion of the cost of construction and maintenance of the bridges so contracted for, and providing for the apportionment by the Governor-General of the expense of maintenance of such bridges between the provinces and municipalities concerned," appearing on the calendar for consideration on this date, consideration was postponed until the next meeting of the Commission.

REPORT OF THE COMMITTEE ON RULES.

[Committee Report No. 249.]

MR. PRESIDENT: The Committee on Rules, to which was referred on motion made by Commissioner Sumulong on October 18, requesting a recommendation from the Committee as to the advisability of adopting a rule authorizing the Secretary to refer to the proper committee, immediately upon receipt thereof, certain petitions, memorials, etc., has examined the same and has the honor to report it back to the Commission with the following recommendation, viz:

That subsection (b) of Rule XVI of the Standing Rules of the Philippine Commission be amended by adding thereto the following: "Provided, however, That petitions, memorials, and other communications, looking to the enactment of legislation, which are addressed to the Commission and the subject matter of which is clearly within the jurisdiction of a standing committee of the Commission, may be referred by the Secretary to the proper committee before presentation to the Commission. In the event of such reference the Secretary shall submit for approval at the next ensuing meeting of the Commission a list of petitions, and so forth, so referred, stating briefly the subject matter of the same and the committee to which referred."
