After some consideration the committee rose and reported progress, and recommended that further consideration of the bill be made a special order for Tuesday, January 23, 1912, immediately after the approval of the Journal.

The report and recommendation of the Committee of the Whole were adopted.

CONFERENCE REPORT NO. 30.

The committee of conference on the disagreeing votes of the two Houses on the amendment of the Assembly to Commission Bill No. 128, entitled "An Act to amend Act Numbered Fourteen hundred and fifty-nine, entitled "The Corporation Law,'" having met, after full and free conference have agreed to recommend and do recommend to their respective Houses as follows:

That the Commission recede from its disagreement to the amendment of the Assembly to section 1, and concur therein.

That the Assembly recede from its amendment to section 5.

PRESIDENT: I have been directed to inform your honorable body that the Assembly on January 17, 1912, passed with amendments, in which the concurrence of the Commission is requested, Commission Bill No. 130, entitled "An Act relating to contracts of personal service and advances thereunder, and providing punishment for certain offenses connected therewith."

The bill (C. B. No. 130), with amendments certified thereon, is transmitted herewith.

The amendments are as follows:

Section 1, page 1, strike out everything following the words "by a fine" in line 9, and insert in lieu thereof the following: "of not more than two hundred pesos, or imprisonment for not more than six months, or with both penalties."

Section 2, page 2, strike out everything following the words "by a fine" in line 3, and insert in lieu thereof the following: "of not more than two hundred pesos, or imprisonment for not more than six months, or with both penalties."

Section 3, page 2, strike out everything following the words "by a fine" in line 11, and insert in lieu thereof the following: "of not more than two hundred pesos, or imprisonment for not more than six months, or with both penalties."

The question then being on the concurrence of the Commission in the amendments of the Assembly to Commission Bill No. 130, the amendments were concurred in.

Ordered, That Commission Bill No. 130 be enrolled and printed as an Act.

JANUARY 19, 1912. MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly insists upon its amendments to the amendment of the Commission to Assembly Bill No. 226, entitled "An Act granting a prize of fifteen thousand pesos to the inventor of an incombustible roof to substitute nipa, and creating a technical board to pass upon the conditions of the invention," disagreed to by the Commission, and agrees to the conference asked by the Commission on the disagreeing votes of the two Houses thereon, and has appointed as managers at the same on its part, Delegates Javier, Reyes, and Contreras.

MR. PRESIDENT: Your Committee on Affairs Pertaining to the Moro Province, to which was referred Act No. 277 of the Moro legislative council, entitled "An act establishing the municipality of Isabela and prescribing the boundaries thereof," has considered the same and has the honor to report it back to the Commission with the recommendation that it be approved.

The act is in proper form, and the passage thereof deemed advisable and within the legislative authority of the Moro legislative council.

MR. PRESIDENT: Your Select Committee of Three, to which was referred on October 17, 1911, Assembly Bill No. 521, entitled "An Act to provide for the establishment of a nautical school in the Philippine Islands," has examined the same and has the honor to report it back to the Commission with the following recommendation, viz:

That this bill be laid on the table.

Your committee believes that the condition of the Insular Treasury does not warrant the creation of any new schools at the present time. Respectfully submitted.

RESOLUTION.

Commissioner Araneta introduced the following resolu

tion:

Commission Resolution No. 86. Resolved, That Commission Resolution Numbered Fifty, adopted on November twenty-second, nineteen hundred and ten, be, and is hereby amended to read as follows:

"Whereas the judge of the Eighth Judicial District recommends the appointment of a justice of the peace and of an auxiliary justice of the peace at the East Batan coal mine, barrio of Batan, municipality of Rapu-Rapu, Province of Albay; and

"Whereas section sixty-seven of Act Numbered One hundred and thirty-six, as amended by Acts Numbered Fourteen hundred and fifty, Sixteen hundred and twenty-seven and Two thousand and forty-one, provides that places other than organized municipalities for which appointments of justices of the peace and auxiliary justices of the peace are made shall be determined by resolution of the Commission:

"Now, therefore, be it

"Resolved, That the appointment of a justice of the peace and

of an auxiliary justice of the peace at the barrio of Batan, municipality of Rapu-Rapu, Province of Albay, is hereby authorized in accordance with section sixty-seven of Act Numbered One hundred and thirty-six, as amended by Acts Numbered Fourteen hundred and fifty, Sixteen hundred and twenty-seven, and Two thousand and forty-one."

The resolution was adopted.

COMMITTEE OF THE WHOLE ON THE APPROPRIATION BILL.

The Commission then resolved itself into Committee of the Whole for the purpose of continuing consideration of Commission Bill No. 132, entitled "An Act making appropriations for sundry expenses of the Insular Government for the fiscal year ending June thirtieth, nineteen hundred and thirteen, and other designated periods."

After some consideration the committee rose, reported that it had completed consideration of the estimates for the Bureau of Constabulary, and the Bureaus and Offices of the Department of Finance and Justice including the Judiciary, and asked leave to sit again.

The report of the Committee of the Whole was accepted. Pending further consideration of the bill,

INTRODUCTION OF BILL.

Commissioner Gilbert introduced the following bill for the President:

Commission Bill No. 166. An Act amending section three hundred and forty-eight of Act Numbered Three hundred and fifty-five, entitled "An Act to constitute the customs service of the Philippine Islands," authorizing the payment of awards for customs seizures and for information of fraud against the custom revenues, and requiring persons in the employ of the Government and officers of vessels to give information of fraud upon the customs and fixing penalties for failure to comply therewith, and making it unlawful for any person in the employ of the Government to participate in awards for information.

By unanimous consent Commission Bill No. 166 was read the first time by title only and referred to the Committee on Matters Pertaining to the Department of Finance and Justice for report and recommendation.
