CONSIDERATION OF BILLS IN COMMITTEE OF THE WHOLE.

Commission Bill No. 108. An Act to amend Act Numbered Fiftytwo, entitled "An Act providing for examinations of banking institutions in the Philippine Islands, and for reports by their officers," as amended by Act Numbered Eight hundred and thirty-nine, by providing for the examination of banks every twelve months and for other purposes.

Commission Bill No. 108 was considered in Committee of the Whole and reported to the Commission with the recommendation that it pass.

The report was accepted.

By unanimous consent, the bill was read the third time by title only and put upon its passage.

The roll was called and the bill was unanimously passed and the title read and approved.

Ordered, That the Secretary request the concurrence of the Assembly in the bill as passed.

Commission Bill No. 109. An Act to correct an error in Act Numbered Nineteen hundred and ten, entitled "An Act amending sections twenty-two, twenty-six, thirty-one and thirty-two of Act Numbered Seventeen hundred and sixty-one, referred to as "The Opium Act,' by providing for the disposition of all taxes, fines, and all other moneys collected under this Act, increasing the penalties for the violation of sections thirty-one and thirty-two, repealing section twenty-seven, and for other purposes."

Commission Bill No. 109 was considered in Committee of the Whole and reported to the Commission with the recommendation that it pass.

The report was accepted.

By unanimous consent, the bill was read the third time by title only and put upon its passage.

The roll was called and the bill was unanimously passed, and the title read and approved.

Ordered, That the Secretary request the concurrence of the Assembly in the bill as passed.

REPORTS OF STANDING COMMITTEE.

[Committee Report No. 238.]

MR. PRESIDENT: The Committee on Matters Pertaining to the Department of Public Instruction, to which was referred on October 17, 1911, resolution No. 26 of the convention of municipal presidents of Occidental Negros, petitioning that the sum of one

hundred thousand pesos be appropriated as a reward for the discovery of a cure for the cattle pest, has examined the same and has the honor to report it back to the Commission with the following recommendation, viz:

That it be laid on the table.

There is no necessity at this time for the passage of a law covering the matters set forth herein. Your committee does not believe that a reward such as mentioned herein would to any considerable extent stimulate research work in other countries for the cure for animal disease, and in this country, of course, the Government itself is constantly studying the subject and availing itself of the studies made in other countries by means of the reports obtained therefrom. While it is true that a specific against cattle disease would be of incalculable benefit to the Islands, a private person who discovered such specific would be amply rewarded by the large profits he could make from its sale.

MR. PRESIDENT: The Committee on Matters Pertaining to the Department of Public Instruction, to which was referred on October 17, 1911, resolution No. 46 of the convention of municipal presidents of Occidental Negros, petitioning that there be established an Agricultural School at Granja Modelo, has examined the same and has the honor to report it back to the Commission with the following recommendation, viz:

That it be laid on the table.

The establishment of such schools as is mentioned herein is the proper function of the Bureau of Education, and it is not believed by your committee that the Legislature should appropriate moneys for the creation, establishment, or maintenance of individual schools. Respectfully submitted.

MR. PRESIDENT: The Committee on Matters Pertaining to the Department of Public Instruction, to which was referred on October 17, 1911, resolution No. 49 of the convention of municipal presidents, of Occidental Negros, recommending that persons desiring to open, teach, or manage a school be examined by a board appointed by the Director of Education, has examined the same and has the honor to report it back to the Commission with the following recommendation, viz:

That it be laid on the table.

While much could be said for a law embodying the principles contained in this resolution, your committee does not recommend its passage at this time.

Commission Bill No. 110 was read the first time and referred to the Committee on Matters Pertaining to the Department of Finance and Justice for report and recommendation.

The Commission then proceeded to the consideration of executive business.

After the consideration of executive business, the Commission returned to regular session.

The Commission met at the call of the Chair at 10 o'clock and 30 minutes antemeridian.

Present: Commissioners Gilbert, Luzuriaga, Araneta, Palma, and Sumulong.

Absent: The President, Commissioner Worcester (on official business), Commissioner Branagan (excused), and Commissioner Elliott (on official business).

READING OF JOURNAL.

The Journal for Friday, October 20, 1911, was read and approved.

INTRODUCTION, FIRST AND SECOND READING OF BILLS. Commissioner Araneta introduced the following bills: Commission Bill No. 111. An Act to amend section seven of Act Numbered Five hundred and thirty, entitled "An Act defining the jurisdiction of the civil and of the Military authorities over lands reserved by the President of the United States for Military purposes," by providing for the manner of making arrests and serving subpoenas on Military Reservations, or in camps or barracks. Commission Bill No. 111 was read the first and second times and referred to the Committee of the Whole.

It was considered in committee and reported to the Commission with the recommendation that it pass.

The report and recommendation of the Committee of the Whole were adopted, and the bill ordered on file for third reading.

Commission Bill No. 112. An Act to amend Act Numbered Three hundred and fifty-five, known as the "Philippine Customs Administrative Act," by including vessels within the provisions of sections three hundred and twenty-two and three hundred and twenty-three thereof, and by making it the duty of the prosecuting attorney of the city of Manila to prosecute violations of the customs laws.

Commission Bill No. 112 was read the first and second times and referred to the Committee of the Whole.

It was considered in committee and reported to the Commission with the recommendation that it pass.

The report and recommendation of the Committee of the Whole were adopted, and the bill ordered on file for third reading.

EXECUTIVE SESSION.

The Commission then proceeded to the consideration of executive business, particularly the report of the Secretary of Finance and Justice for the fiscal year ending June 30, 1911.

After consideration of executive business, the Commission returned to regular session.
