REPORT OF STANDING COMMITTEE.

[Committee Report No. 236.]

MR. PRESIDENT: Your Committee on Taxation and Revenue, to which was referred on October 17, 1911, a petition from the provincial board of the Province of Occidental Negros asking for the enactment of Assembly Bill No. 93, amending the Internal Revenue Law, has examined the same and has the honor to report it back to the Commission.

Assembly Bill No. 93, the enactment of which is petitioned for, was introduced in the Assembly by Delegate Guevarra, but the ComYour mission has never been advised of its passage by that House: committee respectfully recommends that further consideration of the petition be deferred until a bill on the subject comes before the Commission.

CONSIDERATION OF ASSEMBLY BILL NO. 601.

The Commission then proceeded to the consideration of Assembly Bill No. 601, and the Insular Auditor, Mr. William H. Phipps, was called in for the purpose of giving such information in connection therewith as the Commission might desire. Having obtained the desired information the following report of select committee was read: REPORT OF SELECT COMMITTEE.

MR. PRESIDENT: Your select committee of two, to which was referred on October 18, 1911, Assembly Bill No. 601, entitled "An Act to prevent distress which may be caused by the excessively high price and probable shortage of rice in the Philippine Islands," has examined the same and has the honor to report it back to the Commission with the following recommendation, viz:

That the bill be passed with the following amendment: Strike out section 1 and insert in lieu thereof the following: "SECTION 1. The Governor-General be, and hereby is, authorized to take such steps as in his judgment may be necessary and warranted by circumstances to prevent the price of rice from rising above a reasonable rate, and to supply, through provincial and municipal governments and such other agencies as may be most effective, such rice to the people at reasonable prices, and there is hereby appropriated from any funds not otherwise appropriated in the Insular Treasury, such sum or sums as may be necessary to carry into effect the purposes of this Act, not exceeding an amount equal to the customs dues paid on rice so purchased, and other expenses and liabilities necessarily and unavoidably incident to the execution of the purposes of this Act such expenses and liabilities not to exceed one hundred thousand pesos: Provided, That the rice to be purchased shall not exceed eighteen million nine hundred and seventy-five thousand kilograms (equivalent to three hundred thousand piculs): And provided further, That no surcharge shall be made by the Bureau of Supply on any transaction had under the provisions of this Act."

After some consideration the committee rose and reported with the recommendation that the bill be passed without amendment.

By unanimous consent, Assembly Bill No. 601 was then read the third time by title only.

The question then being upon its passage, the roll was called and the bill was passed, Commissioner Sumulong voting in the negative, and the title read and approved. Ordered, That the Secretary notify the Assembly thereof.

EXPLANATIONS OF VOTES.

Commissioner ARANETA. I voted "aye" because I am in favor of the general purpose of the bill. I should have preferred, however, to have it passed with the amendment proposed by the select committee.

Commissioner SUMULONG. I am in favor of the purpose for which the bill has been drawn, but I object to making an appropriation without fixing a limit on the amount of money that may be spent under it.

SECOND READING OF BILLS.

Commission Bill No. 108. An Act to amend Act Numbered Fiftytwo, entitled "An Act providing for examinations of banking institutions in the Philippine Islands, and for reports by their officers," as amended by Act Numbered Eight hundred and thirty-nine, by providing for the examination of banks every twelve months and for other purposes.

By unanimous consent, Commission Bill No. 108 was read the second time by title only and ordered on file for consideration in Committee of the Whole.

Commission Bill No. 109. An Act to correct an error in Act Numbered Nineteen hundred and ten, entitled "An Act amending sections twenty-two, twenty-six, thirty-one and thirty-two of Act Numbered Seventeen hundred and sixty-one, referred to as "The Opium Act,' by providing for the disposition of all taxes, fines, and all other moneys collected under this Act, increasing the penalties

for the violation of sections thirty-one and thirty-two, repealing section twenty-seven, and for other purposes."

By unanimous consent, Commission Bill No. 109 was read the second time by title only and ordered on file for consideration in Committee of the Whole.

The Commission then proceeded to the consideration of executive business.

No. 586), in which it requests the concurrence of the Commission: An Act establishing a sugar-testing laboratory in the city of Manila and fixing the powers and duties of the sugar chemist in charge thereof.
