exceptions, granting the lessees the right to be heard in the valuation of their land, providing for a form of administration, maintenance and improvement of irrigation systems on said lands, declaring certain lands used for public purposes by municipalities or provinces to be of the public domain of the municipalities or provinces wherein situated, prescribing the procedure for settling controversies among the lessees over the use of the waters of said systems, and for other purposes.

Assembly Joint Resolution No. 12. Joint Resolution temporarily suspending the sale of the Friar Estates situate in certain municipalities.

Assembly Joint Resolution No. 13. Joint Resolution making Assembly Joint Resolution Numbered Twelve applicable to the La Piedad Estate, Caloocan, Rizal.

Assembly Joint Resolution No. 15. Joint Resolution making Assembly Joint Resolution Numbered Twelve, entitled "Joint Resolution temporarily suspending the sale of the Friar Estates situate in certain municipalities," extensive to the tenants of the estate of Imus, Cavite.

MISCELLANEOUS COMMUNICATIONS.

At the direction of the Chair, the Secretary submitted a number of resolutions adopted by the convention of municipal presidents of Occidental Negros, held in December, 1910, and a number of other petitions on various subjects. On motion by Commissioner Elliott,

The Secretary was directed to refer each resolution and petition to the committee having jurisdiction of its subject matter.

AMENDMENT OF RULES.

Commissioner Sumulong then moved that there be referred to the Committee on Rules for report and recommendation in accordance with Rule No. XXVIII, the advisability of adopting a rule authorizing the Secretary to refer to the proper committee immediately upon receipt. thereof all petitions, memorials, and other communications

addressed to the Commission by provincial and municipal officials or bodies and private persons or associations.

The motion was seconded by Commissioner Elliott, and being put to a vote was unanimously carried.

COMMUNICATIONS RESUMED.

The Secretary then submitted an invitation from the chairman of the national committee for the celebration of the one hundredth anniversary of peace among Englishspeaking peoples for participation by the Philippine Islands in the said proposed celebration.

Referred to the Committee on Matters Pertaining to Bureaus under the Executive Control of the GovernorGeneral.

EXECUTIVE SESSION.

The Commission then proceeded to the consideration of executive business.

After the consideration of executive business the Commission returned to regular session.

The Commission met at the call of the Chair at 10 o'clock and 30 minutes antemeridian.

Present: Commissioners Gilbert, Luzuriaga, Araneta, Palma, Sumulong, and Elliott.

Absent: The President, Commissioner Branagan, and Commissioner Worcester (on official business). Commissioner Gilbert in the chair.

READING OF JOURNAL.

The Journal of Tuesday, October 17, 1911, was read and approved.

TELEGRAM.

The Secretary read the following telegram for the information of the Commission:

MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly on October 16, 1911, passed the following A. B. No. 601 in which it requests the concurrence of the Commis

sion: An Act to prevent distress which may be caused by the excessively high price and probable shortage of rice in the Philippine Islands.

the PRESIDENT OF THE PHILIPPINE COMMISSION.

Assembly Bill No. 601 was read the first and second times and referred to the Committee of the Whole.

During the consideration of the bill in Committee of the Whole the Executive Secretary was present.

After some consideration the committee rose and reported with the recommendation that the bill be referred to a select committee with instructions to report same back at to-morrow's session.

The report and recommendation of the Committee of the Whole were adopted.

The Chair then named Commissioners Araneta and Elliott as such committee.

INTRODUCTION AND FIRST READING OF BILLS.

Commissioner Araneta introduced the following bills:

Commission Bill No. 108. An Act to amend Act Numbered Fiftytwo, entitled "An Act providing for examinations of banking institutions in the Philippine Islands, and for reports by their officers," as amended by Act Numbered Eight hundred and thirty-nine, by providing for the examination of banks every twelve months and for other purposes.

Commission Bill No. 108 was read the first time and ordered on file for second reading.

Commission Bill No. 109. An Act to correct an error in Act Numbered Nineteen hundred and ten, entitled "An Act amending sections twenty-two, twenty-six, thirty-one and thirty-two of Act Numbered Seventeen hundred and sixty-one, referred to as 'The Opium Act,' by providing for the disposition of all taxes, fines, and all other moneys collected under this Act, increasing the penalties for the violation of sections thirty-one and thirty-two, repealing section twenty-seven, and for other purposes."

Commission Bill No. 109 was read the first time and ordered on file for second reading.

REPORT OF THE DIRECTOR OF FORESTRY REGARDING GOVERNMENT STUDENTS IN THE SCHOOL OF FORESTRY.

The Secretary then submitted the report rendered by the Director of Forestry on September 28, 1911, in accordance with section 2 of Act No. 2050 regarding the filling of Government scholarships in the School of Forestry and the standing of the students during the preceding year. Ordered filed.

EXECUTIVE SESSION.

The Commission then proceeded to the consideration of executive business.

After the consideration of executive business, the Commission returned to regular session.
