Commissioner Araneta moved to amend the title to read as follows:

An Act to amend sections eight and seventeen of Act Numbered Fourteen hundred and fifty-nine, known as The Corporation Law, as amended, by providing a scale of fees to be collected for the filing of articles of incorporation and for the filing of certificates of increase of capital stock.

The motion prevailed, and the title as amended was read and approved.

Ordered, That the Secretary request the concurrence of the Assembly in the bill as passed.

MESSAGE FROM THE ASSEMBLY.

DECEMBER 21, 1911.

MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly has disagreed to the amendment of the Commission to Assembly Bill No. 79, entitled "An Act to provide Government scholarships for young Filipinos who shall have completed any professional course of study or who are otherwise licensed or authorized to practice scientific, artistic, or industrial professions, in order that they may continue their studies in the higher educational institutions in America or in Europe, and for other purposes."

It asks a conference with the Commission on the disagreeing votes of the two Houses thereon, and has appointed as managers at the same on its part, Delegates Nieva, Del Rosario, and Salazar. Very respectfully,

The Secretary read the following telegram for the information of the Commission:

MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly on December 23, 1911, passed the following Assembly Bill No. 908, in which it requests the concurrence of the Commission: An Act making December twenty-seventh of each year

the date for the celebration of the local fiesta of Gumaca, Province

of Tayabas.

Insert before the words "Subject to the approval of the GovernorGeneral" the following:

"The decision of the board awarding the prize shall entitle the successful inventor to a patent of invention for the term of thirty years, and to that end the chief of the division of archives, copyrights, and trade-marks of the Executive Bureau shall issue the proper patent upon presentation of a certified copy of said decision," so that section two shall read as follows:
