MORO PROVINCE.

[Committee Report No. 310.]

MR. PRESIDENT: Your Committee on Affairs Pertaining to the Moro Province, to which was referred on November 27, 1911, Moro council Act No. 273, entitled "An act to provide a system for the appropriation of public water and for the development and use of water power not exceeding fifty horsepower and for the determination and protection of existing rights thereto, within the Moro Province; to provide for surveys for, and the construction, maintenance, and operation of, irrigation projects by the Government of the Moro Province, for the repayment of money expended therein, for the construction of irrigation projects by private persons; and providing penalties for its violation, and for other purposes," has examined the same and has the honor to report it back to the Commission with the recommendation that consideration of the Act be deferred pending consideration by the Philippine Legislature of a general irrigation law, which, if passed, may be extended to the Moro Province and other non-Christian territory; and, if this recommendation be adopted, it is further recommended that the Commission direct the Moro legislative council to postpone the taking effect of said Act No. 273 until March 1, 1912.

RESOLUTION.

Commissioner Branagan then introduced the following resolution:

Commission Resolution No. 81. Whereas there has been received by the Commission for approval in accordance with Act Numbered Seven hundred and eighty-seven, Act Numbered Two hundred and seventy-three of the legislative council of the Moro Province, entitled "An act to provide a system for the appropriation of public water and for the development and use of water power not exceeding fifty horsepower and for the determination and protection of existing rights thereto, within the Moro Province; to provide for surveys for, and the construction, maintenance, and operation of, irrigation

projects by the Government of the Moro Province, for the repayment of money expended therein, for the construction of irrigation projects by private persons; and providing penalties for its violation, and for other purposes," effective January first, nineteen hundred and twelve; and

Whereas there is now before the Philippine Legislature a General Irrigation Law, which, if passed, it may be desirable to extend to the Moro Province and other provinces inhabited by non-Christians: Now, therefore, be it

Resolved, That the legislative council of the Moro Province is hereby directed to postpone until March first, nineteen hundred and twelve, the taking effect of Act Numbered Two hundred and seventythree, pending action of the Commission on the advisability of the approval of said Act, and that the Secretary notify the legislative council accordingly.

The resolution was adopted.

EXECUTIVE SESSION.

The Commission proceeded to the consideration of executive business, particularly the report of the GovernorGeneral for the fiscal year ending June 30, 1911.

After the consideration of executive business, the Commission returned to regular session.

MESSAGES FROM THE ASSEMBLY.

DECEMBER 8, 1911.

MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly has agreed to the report of the committee of conference on the disagreeing votes of the two Houses to the amendment of the Commission to Assembly Bill No. 795, entitled "An Act to fix the amount of the gold-standard fund created under Act Numbered Nine hundred and thirty-eight, authorizing the deposit of the excess of the amount so fixed to the credit of the general fund of the Treasury, and authorizing the investment of a portion of the said gold-standard fund.”

DECEMBER 7, 1911. MR. PRESIDENT: I have been directed to inform your honorable body that the Assembly on December 7, 1911, passed the following bill (A. B. No. 744), in which it requests the concurrence of the Commission: An Act to amend articles four hundred and forty-three and four hundred and forty-six of the Penal Code, relating to the crimes of seduction and abduction.

INTRODUCTION OF BILL.

Commissioner Araneta introduced the following bill:

Commission Bill No. 143. An Act amending section nineteen of Act Numbered Four hundred and ninety-six, entitled "The Land Registration Act," as amended, by providing that an excutor or administrator duly appointed under the laws of the Philippine Islands may on behalf of the estate of the deceased make application for the registration of title.

Commission Bill No. 143 was read the first and second times and referred to the Committee of the Whole.

It was considered in committee and reported back to the Commission with the recommendation that it pass.

The report and recommendation of the Committee of the Whole were adopted, and the bill ordered on file for third reading.

EXECUTIVE SESSION.

After the consideration of executive business, the Commission returned to regular session.
