At this point Commissioner Worcester requested that he be excused from further attendance at the session, which was granted.

INTRODUCTION OF BILL.

The Committee on Appropriations brought in the following bill:

Commission Bill No. 132. An Act making appropriation for sundry expenses of the Insular Government for the fiscal year ending June thirtieth, nineteen hundred and thirteen, and other designated periods.

Commission Bill No. 132 was read the first and second times and referred to the Committee of the Whole for consideration on a date to be fixed later.

MR. PRESIDENT: Your Committee on Matters Pertaining to the Department of Finance and Justice, to which was referred on October 28, 1911, Commission Bill No. 119, entitled “An Act prohibiting the sale, purchase, barter, exchange, pledge, loan, or giving away of the clothes, arms, ammunition, equipments, accouterments, stores, and other property furnished by the Government of the Philippine Islands to the Philippine Constabulary, and prescribing punishment for the unlawful sale and purchase and the theft of any such property," has examined the same and has the honor to report it back to the Commission with the following recommendation, viz:

That the bill do pass with the following amendments:

Lines 12, 13, 14, and 15, page 1, and line 1, page 2, strike out the following words: "but the same may be seized and taken wherever found by any officer of the Philippine Constabulary, and shall thereupon be delivered to any supply officer or other officer of the Philippine Constabulary authorized to receive the same." This power may be exercised under existing law. Page 2, line 14, strike out the following: more than

The report was received.

Commission Bill No. 119 was thereupon read the second time and, together with the report of the Committee on Matters Pertaining to the Department of Finance and Justice thereon, referred to the Committee of the Whole.

It was considered in committee and reported back to the Commission with the following recommendation:

That the amendment striking out the words “but the same may be seized and taken wherever found by any officer of the Philippine Constabulary, and shall thereupon be delivered to any supply officer or other officer of the Philippine Constabulary authorized to receive the same" in section 1, be concurred in.

That the amendment to section 2, line 14, page 2, be amended to read "one month nor more than three," and as so amended it be concurred in.

That the amendment to section 2, page 2, line 15, be amended to read "one hundred pesos nor more than one thousand," and as so amended it be concurred in.

That the amendment to section 3, page 2, lines 28, 29, and 30, be amended to read "one month nor more than three years, or by a fine of not less than one hundred pesos nor more than one thousand,” and that as so amended it be concurred in.

That the amendment to section 4, page 3, line 6, be concurred in. That the bill be further amended by striking out the following section:

"SEC. 5. This Act shall take effect on its passage."

That as so amended the bill pass.

The report and recommendation of the Committee of the Whole were adopted, and the bill ordered on file for third reading.

MR. PRESIDENT: The Committee on Matters Pertaining to the Department of Finance and Justice, to which was referred on February 1, 1911, Commission Bill No. 89, entitled "An Act to provide for the supervision and control of insane hospitals and for the commitment and care of all persons insane, epileptic, dipsomaniacal, psychoneurotic, feeble-minded, or mentally defective or deranged by reason of disease or addiction to the intemperate use of drugs, narcotics, or alcoholic stimulants, or mentally incompetent from any other cause," with instructions to study it and report a new bill covering the subject at this Session of the Legislature, has the honor to submit the accompanying bill for the consideration of the Commission.

The report was adopted, and the following bill accompanying the same was taken up and considered:

Commission Bill No. 133. An Act providing for the confinement of insane persons in Government hospitals or other institutions for the insane, and creating a board to inquire into the mental condition of persons alleged to be insane.

Commission Bill No. 133 was read the first time and referred to the Committee on Matters Pertaining to the Department of the Interior for report and recommendation. INTRODUCTION OF BILL.

Commissioner Araneta introduced the following bill: Commission Bill No. 134. An Act to amend section thirty-six of Act Numbered Eleven hundred and eighty-nine, entitled "The Internal Revenue Law of Nineteen hundred and four," by exempting from the payment of internal-revenue taxes articles purchased for use by the Army or Navy of the United States.

Commission Bill No. 134 was read the first and second times and referred to the Committee of the Whole.

It was considered in committee and reported back to the Commission with the recommendation that it pass.

The report and recommendation of the Committee of the Whole were adopted, and the bill ordered on file for third reading.

FRIAR LANDS REPORT.

The Secretary then submitted the report of the Director of Lands on the administration of the friar estates for the month of October, 1911.

Ordered filed.

EXECUTIVE SESSION.

The Commission proceeded to the consideration of executive business.

After the consideration of executive business, the Commission returned to regular session.

The Commission met at the call of the Chair at 10 o'clock and 30 minutes antemeridian.

Present: Commissioners Gilbert, Luzuriaga, Araneta, Palma, Sumulong, and Elliott.

Absent: The President, Commissioner Worcester (on official business), and Commissioner Branagan (excused). Commissioner Gilbert in the chair.

READING OF JOURNAL.

The Journal of Monday, November 13, 1911, was read and approved.

AMENDMENT AND PASSAGE OF BILL.

Commission Bill No. 130, entitled "An Act relating to contracts of personal service and advances thereunder, and providing punishment for certain offenses connected therewith," read the third time yesterday and postponed, was taken up.

Commissioner Elliott moved the following amendment: Insert the following as section 3:

"SEC. 3. Any person who with intent to injure or defraud shall contract with another to receive from him personal services of any kind and to compensate him therefor, and thereafter with like intent receives the benefit of such services in whole or in part and fails or refuses to pay the compensation agreed upon shall, upon conviction
