The Convention assembled, pursuant to adjourn

ment, at 9.30 A. M.

The Session was opened with prayer by the Rev. James Alan Montgomery, Assistant, St. Peter's Church, Philadelphia.

The Convention was called to order by the Bishop. Minutes of Wednesday were read and approved. The Rev. Mr. Fuller withdrew his name as nominee for Clerical Deputy to General Convention. A ballot was taken for three Clerical Deputies to General Convention.

During the counting of the ballots, the Convention proceeded with business.

Announcement was made by the Rev. Mr. Brady of the serious illness of Mr. J. Waln Vaux, a Lay Deputy from St. Thomas' Church, Whitemarsh, and, on motion, it was

Resolved, That the Bishop of the Diocese be requested to lead the devotions of the House, and the Secretary be requested to transmit to the family the sincere sympathy of the Convention.

On motion of the Rev. Dr. Upjohn, it was

Resolved, That so much of the Bishop's Address as refers to the Corporation for the Relief of Widows and Children of Clergymen, etc., in the Communion of the Protestant Episcopal Church in the Commonwealth of Pennsylvania, be referred to a special committee consisting of two Clergymen and three Laymen, who shall take into consideration what steps may be taken to enlarge the usefulness of this Corporation and to further commend it to the attention of the Clergy.

On motion of the Rev. F. P. Clark the following preamble and resolution were adopted:

WHEREAS, Mr. Thomas M. Charlton, Senior Warden of St. John's Church, New London, having completed fifty years as Warden, as his father was Warden of the same church for half a century before him;

Resolved, That this Convention, to which he has been a Delegate for fifty-four years, extends its congratulations to Mr. Charlton on his many years' work in the Church, with a hope that it may be continued for many years to come.

The Rev. Dr. Blanchard presented and asked leave to have printed as an appendix to the JOURNAL, the financial statement of the Commissioners of the American Church Building Fund, which, on motion, was granted.

Mr. J. V. Merrick presented the Report of the Hospital of the Protestant Episcopal Church in Philadelphia, by title, to be printed in the Reports of Institutions.

In accordance with the requirement of Rule of Order, No. 8, the Rev. Robert Ritchie gave notice of proposed alteration to note in Section III, Standing Orders of Convention, as follows:

Resolved, That the note appended to the Standing Orders of the Convention be amended by striking out the words: "Where more than one nomination is made to the same office," and inserting instead thereof these words: "For the election of Members of the Standing Committee and Deputies to General Convention."

On motion, it was

Resolved, That ten minutes be given to the Rev. Henry R. Neely, Financial Agent of the General Society for the Relief of the Widows and Orphans of Deceased Clergymen, etc., in the Protestant Episcopal Church in the United States of America.

The Rev. J. DeWolf Perry, D. D., having received a majority of the whole number of votes cast by each order, was declared by the President duly elected a Clerical Deputy to the General Convention.

The Convention proceeded to a ballot for two Clerical Deputies to the General Convention.

During the counting of the ballot, Mr. Harold Goodwin presented the Report of Committee on Changes in Prayer Book and Constitution of the Church, as follows:

The Committee appointed at the last Annual Convention of the Diocese, to whom were referred the proposed changes in the Book of Common Prayer, together with the proposed amendments to and alterations in the Constitution of the Church, agreed to by the General Convention of 1895, and which are again to be voted upon in the General Convention of 1898, beg leave to report :

That they have examined the proposed amendments and alterations in the Constitution, which come up for final adoption at the General Convention to be held this fall, and have adopted the following resolutions as expressive of the opinion of the Committee:

(1) That the first of the proposed amendments, to wit: Strike out the Title, and insert in place thereof the following:

Constitutions and Canons for the Government of that Portion of the Catholic Church Known in Law as the Protestant Episcopal Church in the United States of America;" adding thereto the sub-title "Constitutions," does not commend itself to the Committee.

(2) That, in the unanimous opinion of the Committee, the provision of Section 3, of the first of the proposed "Constitutions," whereby the Senior Bishop may be relieved from his office of the Presiding Officer of the House of Bishops "by a vote of a majority of the Bishops entitled to a vote in the House of Bishops," is most objectionable.

Resolved, That consideration of the report be made the order after conclusion of consideration of Report of Committee on Recommended Charter.

The Rev. Mr. Hodge offered

Hodge offered the following

Resolved, That the Report of the Committee on Recommended Charters be referred.

The resolution offered by the Rev. Mr. Hodge was adopted, as follows:

Resolved, That the Committee on Charter be continued to the next session of the Convention, and that its report made at this session be recommitted with instructions that said Committee report a form of Charter, and also such Canons and By-Laws as it shall deem needful to form a complete scheme on the subject (see p. 158).
