The Board is becoming more and more impressed with the necessity for the consolidation of small Churches.

So long as a Parish is self-supporting, the question of consolidation is one for it alone to consider. But it is perfectly obvious that when a Church appeals to the Missionary treasury for aid, it becomes the business of the authorities, as Trustees, to use the funds at their disposal in the most judicious manner. The mere fact that a Church exists in a certain place, is no conclusive proof that it ought to continue to exist at the expense of the Diocese. In such cases wise policy would seem to demand that the Diocesan authorities should use their best efforts to bring about a coalition with some neighboring Church and thus check Ecclesiastical waste.

There are other instances, especially in the country districts, where the opportunities for growth have gone by. It does not seem advisable that such Parishes should become permanent charges upon the Diocese. It would be wiser economy to put two of them into the charge of one Clergyman, even though two services on Sunday could not always be secured.

The Board of Missions would recommend the adoption of the following resolution:

Resolved, That the Parishes of the Diocese be requested to contribute during the current year for Diocesan Missions an aggregate sum of $26,000; provided, that the additional amount over $16,000 shall not be raised by apportionment.

The Rev. Dr. Stevens moved to amend the resolution by striking out all after the word "expedient."

The Rev. Dr. Perry moved to amend by striking out the word "canonical."

The session was opened with prayer by the Rev. Francis C. Steinmetz, and the Bishop of the Diocese.

The minutes of Tuesday were read and approved. Consideration was resumed of the Report of the Board of Missions.

On motion of the Rev. Robert Ritchie, the resolution recommended by the Board of Missions was adopted, as follows:

Resolved, That the Parishes of the Diocese be requested to contribute during the current year for Diocesan Missions an aggregate sum of $26,000; provided, that the additional amount over $16,000 shall not be raised by apportionment.

The Report of the Committee on Canons was presented by the Rev. Dr. Harris, as follows:

The Committee on Canons, to which was referred the amendment proposed by Mr. Rowland Evans, to amend Rules of Order by adding:

No Resolution affecting salaries under control of the Convention shall be finally adopted on the day on which it is introduced,

report that they have considered the same and recommend its adoption, to be numbered 6, the subsequent sections to be renumbered.

Resolved, That the Committee on Canons be discharged from further consideration of the subject.

The Committee on Canons to which was referred the amendments to Canon VIII, offered by the Board of Missions, as follows:

CANON VIII.

OF DIOCESAN MISSIONS.

On page 27, line 29, strike out "EIGHT" and insert instead thereof, "SIX."

On page 28 strike out Sub-sections V, VI, VII, VIII and insert instead thereof, two new sub-sections to be numbered V and VI.

V. The Convocation of North Philadelphia.-Including that portion of the city east of the Schuylkill River, between Walnut street and the Richmond Branch of the P. & R. R. R., including also that portion between Thirty-third street and School Lane.

VI. The Convocation of South Philadelphia.—Including that portion of the city east of the Schuylkill River and south of Walnut street.

On page 29, amend Section II by striking out the following in lines. 17, 18, 19, 20: "The Archdeacon shall receive a salary of $3000 per annum and his traveling expenses within the Diocese, and shall be paid by the Board of Missions" and insert instead thereof:

The Archdeacon shall receive a salary to be fixed by the Convention, which, together with his traveling expenses upon business connected with the duties of his office, shall be paid by the Board of Missions.

On page 30 amend Section III by inserting in paragraph 7, line 30, after the words "Board of Missions," the words "with such details as the Board may require."

On page 32 strike out the present Section VII and insert as follows: VII. The Board of Missions shall meet immediately after the adjournment of the Diocesan Convention, at which meeting they shall designate the amount desired from each Convocation, basing the amount so desired upon the current expenses of the Parishes within each Convocation, as contained in the last published JOURNAL of Convention. The said current expenses are hereby defined to be such as are set forth in Canon X, Section II, Sub-section I. The amount so designated shall not exceed the sum that will suffice to carry on existing work for the ensuing year.

It shall be the duty of every Parish and Mission Station in the Diocese to take at least one offering annually for the inauguration of new work and the further development of old work.

The Board of Missions shall also allot the amount to be expended within each Convocation for Missionary purposes during the ensuing year, and shall forthwith notify the Secretaries of Convocations of their action under this Section:

respectfully report that they have examined the proposed amendments and do not find that they conflict with any provision of the Constitution and Canons of the Diocese and offer the following resolution:

Resolved, That the Committee on Canons be discharged from further consideration of the subject.
