In transferring these provisions to separate statutes and to the charters of cities no intentional change in substance has been made; but sections of the Code of Civil Procedure incorporated by reference in the practice of the surrogates' courts and justices' courts have been inserted wherever deemed necessary to make the latter acts complete as independent statutes.
