§ 3. § 6. Such commissioners shall have the power to build any or any contract to part of such trunk or lateral sewers and also such sewers as they may lowest deem best for surface drainage only, and which are not for connection with houses or buildings, all sewers shall be built by contract, and the contract for doing the same shall be awarded to the lowest bidder, who shall bid after advertisements and other proceedings hereinafter provided. Such advertisements shall be made only after full plans and specifications, showing the character, size, material and location of the sewers required has been filed in the office of such commissioners, and thereupon advertisements shall be made for ten days in at least two newspapers of opposite politics published in the county of Kings; such advertisements shall refer to and state the place where such plans and specifications are filed; as a part of such plans and specifications shall be provisions for such sureties or deposits, or both, as the commissioners may require, and also provisions as to the time and method of payment, and time for completion of the work. All bids shall be made by sealed proposals upon blanks to be furnished by the commissioners, and the contracts shall be awarded to the lowest Power to responsible bidder, who shall make a bid in accordance with such plans and specifications; but such commissioners are authorized, if in their judgment the public interest requires, to reject all bids made. after any advertisement, and to readvertise, in which case the same proceedings shall be had as are herein before provided.

§ 7. § 9. shall be deemed to have been given wherever a rate of interest exceeding three per cent is agreed to be paid in or by any bond issued under this act. The Flatbush sewer bonds shall be so drawn as to fall due as near as can be provided and estimated in equal amounts for thirty successive years, the first of which shall fall due ten years from the date of the first issue thereof. The money necessary to meet the principal and interest of such last-mentioned two classes of bonds shall be raised by said town annually as required as a part of the expenses of said town; provided, however, that any interest falling due on any such bonds before the time has arrived when provision could be made therefor by taxation by said town as herein provided, may be met and paid on the direction of such commissioners from the proceeds of the sale of any bonds herein authorized, and the amount so paid shall be reimbursed by said town from the proceeds of annual taxation to such commissioners. The Flatbush avenue assessment bonds shall be so drawn as to be payable as near as may be in ten equal successive annual installments, the first of which shall be payable in when pay- ten years from the date of the first issue thereof. § 10. All general expenditures for sewerage purposes and all expense expendi- for trunk sewers and sewers built for surface drainage only and not for connection with houses or buildings, and all expenses for general work in devising the plans of the same, shall be paid from the proceeds of Flatbush sewer bonds. But wherever such trunk sewers are so constructed as to be available for house connections on any street, a portion of the cost of the same equal, as nearly as can be estimated by such commissioners to the average cost to the street of lateral sewers, shall be deducted from the cost of such trunk sewers and made a part of the other cost of lateral sewerage.

§ 11. The expense of the lateral sewerage in a sewerage district fixed expense of, as hereinbefore provided (in which is included the cost of the plan for lateral sewers in such district, of the acquisition of land, of the construction of the lateral sewers and of engineering and other incidental expense chargeable thereto, and interest on such cost, earned prior to the time when the first annual tax levy therefor is payable) and interest thereon shall be charged on the real property in a district fixed therefor by such commissioners and collected in and as a part of the annual taxes in ten annual successive installments, each of which is to be fixed by such commissioners so that such installments shall be equal or as nearly equal as may be, and the first installment shall be levied immediately after the lateral sewers in such district are completed and ready for use.

§ 12.
