A Proclamation by Marcus L. Ward, Governor of the State of New Jersey.

WHEREAS, by the twenty-fourth section of the act of the Legislature of New Jersey entitled "An Act to establish and organize the State Reform School for Juvenile Offenders," approved April sixth, eighteen hundred and sixty-five, it is provided as follows, viz.: "That when the buildings and premises of the Reform School, authorized by this act, shall be prepared for the reception of pupils, the trustees shall, by resolution, inform the Governor thereof, upon which, shall issue his proclamation of the fact; and the provisions of this act in relation to commitments shall not go into effect until such proclamation be issued ;' and whereas, the said trustees, incorporated by the said act under the name of "The Trustees of the New Jersey State Reform School," have, by resolution, informed me, as the Governor of the State, that the buildings and premises of the said Reform School are now so prepared for the reception of pupils.

Now, therefore, I, Marcus L. Ward, Governor of the State of New Jersey, by virtue of the authority in me vested, and in conformity with the provisions of the act of the Legislature entitled "An Act to establish and organize the State Reform School for Juvenile Offenders," do issue this my proclamation, and hereby proclaim and declare the fact that the buildings and premises of the Reform School, authorized by the said act, are now prepared for the reception of pupils, and that the

provisions of the said act in relation to commitments do go into effect from and after the date hereof.

STATE OF NEW JERSEY,
EXECUTIVE DEPARTMENT.

A Proclamation by Marcus L. Ward, Governor of the State of New Jersey.

WHEREAS, information has been communicated to me that on the sixteenth day of May last, in the township of North Brunswick, county of Middlesex and state of New Jersey, was found, murdered by some person or persons unknown, a stranger answering the following description: "black hair, short side whiskers, one front tooth broken, about five feet eight or ten inches in height; dress black cloth hat, made in sections, button at the top, black cloth sack coat, ribbed plain black cloth vest, black ribbed cloth pants, pink neck tie, drab woolen undershirt, grey mixed drawers,"

Now, therefore, I, Marcus L. Ward, governor of the state of New Jersey, by virtue of the authority in me vested by law, do issue this my proclamation, and hereby offer a reward of two hundred dollars, to be paid out of the treasury of this state, for the apprehension and conviction of each of the persons who committed the said crime.

STATE OF NEW JERSEY,
EXECUTIVE DEPARTMENT.

A Proclamation by the Governor of the State of New Jersey.

The past year has been filled with God's richest blessings upon us as a people and as a State. He has crowned it with His goodness, bounteous harvests, commercial and industrial prosperity; peace and health have prevailed throughout the land. For His great mercies our hearts should go forth in thanksgiving and praise to the Giver of all Good.

And while humbly acknowledging our dependence upon Him, let us implore His protection in the years that are to come; that the poor and the afflicted may be cared for; that the suffering and the bereaved may be comforted; that our people may become united in a spirit of loyalty, and that our State and country may be blessed with the freedom, intelligence and virtue, which alone can make them truly great and prosperous.

Now, therefore, I, Marcus L. Ward, Governor of the State of New Jersey, do hereby recommend that Thursday, the 28th day of November, instant, be observed by all the people of this State as a day of Thanksgiving and Praise; that, abstaining from all worldly employments, they assemble on that day in their usual places of public worship, to acknowledge their gratitude for the manifold blessings of our Heavenly Father, and humbly to ask a continuance of His divine favor.

Proclamation by the Governor.

WHEREAS, information has been communicated to me in due form of law that James Darling, of West New York, in the

township of Union, county of Hudson and state of New Jersey, was, on the twenty-first day of September last, at his own residence, murdered by some person or persons unknown,

Now, therefore, I, Marcus L. Ward, governor of the state of New Jersey, by virtue of authority vested in me by law, do issue this my proclamation, and hereby offer a reward of two hundred and fifty dollars, to be paid out of the treasury of this state, for the apprehension and conviction of each of the persons who committed the said crime.

Given under my hand and the great seal of the state of New Jersey, at Trenton, this thirty-first [L. S.] day of March, A. D. eighteen hundred and sixty

eight.
