Be it further Resolved, That a copy of this Resolution be transmitted to the President of the United States of America, and that a copy hereof be transmitted to the Honorable George W. Wickersham, Attorney General of the United States; that each of said copies be transmitted by the Secretary of State under the Great Seal of the State of Florida.

(HOUSE) A CONCURRENT RESOLUTION NO. 18. Relating to the Taxes for 1911 on the Tract of Land Purchased for Use as a State Prison Farm.

Be it Resolved by the House of Representatives, the Senate Concurring:

Section 1. That the Comptroller is hereby directed to instruct the Tax Assessor of Bradford County, Florida, that, in making up the tax rolls of said county for 1911 State prison taxes, he shall enter thereupon as State lands the certain eight thousand one hundred fifty-four and one-half (8,1542) acres, more or less, of land in Bradford County, which on January 1, 1911, were owned by the Empire Lumber Company, but which were purchased on March 22, 1911, by the Board of Commissioners of State Institutions for the State of Florida as a State Prison Farm, as provided by Chapter 5941, Acts of 1909—the description of said lands being contained in a deed thereto from the Empire Lumber Company to the said board, which deed has been recorded in the office of the Clerk of the Circuit Court for Bradford County, Florida; and the Comptroller is further directed to instruct the Tax Collector of Bradford County to collect no taxes on said lands for the year 1911.

Sec. 2. That in the event the Legislature makes an appropriation and authorizes the said Board of Commissioners of State Institutions to purchase from the said Empire Lumber Company a certain additional tract of

land adjacent to the lands referred to in Section 1, and containing seven thousand four hundred forty-five and one-half (7,4452) acres, more or less, then the Comp troller shall issue similar instructions to the Tax Assessor and the Tax Collector of Bradford County concerning said additional tract of land, as are authorized in Section 1, to be issued by him with reference to the taxes of land already purchased.

HOUSE CONCURRENT RESOLUTION NO. 24.

Whereas, By the Treaty of 1832, between the United States of America and Russia, all citizens, of whatever creed or denomination, are given equal rights of entry into Russia; yet, despite such agreement, an American Jew is persistently denied admittance to the domain of the Czar. We feel that the rights of an American citizen are thus infringed. By the action of Russia, it is not the Jew that has been discriminated against, but an American, since the Jews of other are not denied admittance. In this land of ours we recognize no distinction of classes.

That authority and permission is hereby granted to Momnuthe voluntary association of citizens of Florida, known as the Broward Monument Committee, to erect upon a suitable location in the Capitol grounds in the City of Tallahassee a monument or statute in memory of the late Honorable Napoleon Bonaparte Broward, former Governor of Florida; Provided, however, The location selected as a site for the said monument or statue, shall be approved by the Secretary of State.

Whereas, It has been learned that the Trustees of the Peabody Education Fund are under the legal necessity of dissolving their trust; and

Whereas, The said Trustees are considering what is the best disposition that could be made of the $1,300,000.00 in their charge; and

Whereas, Under the Trust Florida should be entitled to at least $100,000.00 or more of the said Peabody Educa tion Fund; and

Whereas, The Peabody Education Fund in the past has
been mainly used for the betterment of teachers and in
aid of Teachers' Summer Training Schools; and
Whereas, Florida has no distinct and separate Normal
School, this State being one of four, to wit: Delaware,
Nevada, Wyoming and Florida, that has no such sepa-
rate institution of training for the teachers of the
State, and this Legislature believing that such teach-
ing should be provided for, and being willing to do any
and all things necessary to place itself on record as
favoring such an institution; therefore, be it

Resolved by the House of Representatives, the Senate
Concurring:

That the Trustees of the Peabody Fund be requested to distribute to the State of Florida the largest sum possi ble, when the dissolution of the fund may take place, looking to the establishment in this State of a State Normal School or Schools.

Resolved further. That whenever such distribution shall take place, the sum of money appropriated to Florida be deposited with the State Board of Education, to be held in trust by said board until such time as the Legislature shall further direct in the premises, it being always understood that the money so received is for the use and establishment of a State Normal School.

Resolved further, That the Board of Education transmit a copy of these resolutions to the Trustees of the Peabody Education Fund.
