tion, to any teacher holding a State certificate issued since January 1, 1894, and who has successfully done high school or college teaching in this State for a period of eighteen months under a State certificate, and who shall present satisfactory endorsement showing eminent ability in teaching and school government from three persons holding life certificates."

Sec. 2. All laws or parts of laws in conflict with this Act are hereby repealed.

Sec. 3. This Act shall take effect immediately upon its passage and approval by the Governor.

CHAPTER 6165-(No. 46).

AN ACT to Prohibit Any Person or Persons From Un-
lawfully Obtaining Possession of, or Giving Possession
to Another, of Any Questions or Question Sheets, or
Information Pertaining Thereto, Used in the Uniform
Examination for Teachers, to
to Prohibit Cheating
Therein, and to Prescribe Penalties for the Violation
of the Provisions of This Act.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That from and after the passage and ap proval of this Act it shall be unlawful for any school offi cial or employe of any school board or school official to divulge to another any of the questions, or to give possession of any of the questions or question sheets, or information pertaining thereto, to be used in any Uniform Teachers' Examination in this State, except as provided for by law to those lawfully entitled to receive such questions or question sheets.

Sec. 2. That any person or persons convicted of the Penalty. violation of the provisions of Section 1 of this Act shall forever thereafter be disqualified for holding any public. office of honor or trust in this State.

Sec. 3. That from and after the passage and approval of this Act it shall be unlawful for any applicant for a teachers' certificate in any way to gain possession of any question or question sheets, or information pertaining thereto, to be used in the Uniform Teachers' Examination except as provided for by law.

Sec. 4. That any applicant convicted of the violation of the provisions of Section 3 of this Act shall be forever barred from holding a teachers' license in this State or from teaching any public school in this State.

Sec. 5. That from and after the passage and approval of questions. of this Act it shall be unlawful for any person or persons to have in his possession, or to sell or to offer for sale, any of the questions or question sheets to be used in any Uniform Teachers' Examination in this State, or to use or offer for use any of said questions for pecuniary gain; Provided, however, That any person or persons named by the State Superintendent of Public Instruction to pre pare or assist in preparing, printing and distributing, any such questions, and transportation companies in so far as the lawful handling of the same for purposes of transportation, shall not be guilty of a violation of this Act so far as it applies to the possession of such questions or question sheets; but in no case shall this be construed to exempt any person, or persons, or any association of persons, from the penalty imposed for selling or offering for sale, or otherwise unlawfully divulging said questions or question sheets.

Sec. 6. That any person or persons, or association of persons convicted of a violation of any of the provisions of Section 5 of this Act shall be deemed guilty of a misdemeanor and shall be punished by a fine of not exceeding five hundred dollars or by imprisonment in the county jail not exceeding six months.

Sec. 7. That this Act shall take effect immediately upon its passage and approval by the Governor.

Sec. 8. That all laws and parts of laws in conflict with the provisions of this, be, and the same are hereby re pealed.

CHAPTER 6166-(No. 47).

AN ACT to Authorize the State Board of Health of Florida to Employ a Sanitary Engineer Whenever the Said Board May Consider the Necessities of Sanitation in and About the State May So Require, and to Further Provide for His Compensation.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That the State Board of Health of Florida be, Authorized and is hereby authorized to employ or engage the services to employ of a Sanitary Engineer, whose expert knowledge on the engineer. subject shall be determined by the State Health Officer whenever in the opinion of the State Health Officer the necessities of sanitation in and about the State may require an expert opinion and decision in regard to construction of sewer, drainage of a sanitary character, the disposal of sewage and domestic wastes, or the institution of potable water supply for any of the cities or towns of the State of Florida.

Sec. 2. That the Sanitary Engineer, as provided for by Time of emSection 1 of this Act, shall only be employed at such times ployment. and such periods as in the judgment of the State Health Officer his expert services may be required.

CHAPTER 6167-(No. 48).

AN ACT to Establish, Maintain and Operate a Hog Cholera Serum Plant, to Authorize the State Board of Health to Make Rules for the Protection and Distribution of Said Serum.

Be it Enacted by the Legislature of the State of Florida:

Section 1. The State Board of Health is hereby authorized and empowered to establish, maintain and operate a plant for the protection and distribution of Hog Cholera Serum for the purpose of distribution of the farmers of this State upon application therefor.

No cost shall be charged by the State Board of Health for the Hog Cholera Serum so distributed.

Sec. 2. This Act shall go into effect upon its passage and approval by the Governor, or upon its becoming a law without his approval.

CHAPTER 6168-(No. 49).

AN ACT to Provide Permanently for Reprinting the Reports of the Supreme Court.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That whenever from time to time any volume or volumes of the reports of decisions of the Supreme Court of Florida shall, from sales thereof or otherwise, become exhausted, or whenever the supply of any volume or volumes thereof in the hands of the Clerks of the Supreme Court, as Librarian, shall fall below twenty full copies of such volume or volumes, it shall be the duty of the said Clerk to report the fact to the Chief Justice, who shall at once notify the Governor of the fact giving him the number or numbers of the volume or volumes so exhausted or nearly exhausted as above, whereupon it shall be the duty of the Board of Commissioners of State

And such contracts shall contain the further provision that no money shall be paid to the publisher thereunder until the work of reprinting has been inspected and approved by the Justices of the Supreme Court.

AN ACT Providing for a Reduction in the Number of the
Justices of the Supreme Court of Florida.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That only one Justice of the Supreme Court shall be elected for the full term beginning in January, 1913, and thereafter the Supreme Court shall consist of five members, to be elected as provided by law. should a vacancy occur in the office of one of the Justices
