Sec. 48. Bond Trustees.-There shall be a board of Bond Trusree trustees, who shall serve as a Board of Public orks, also who shall each give bond in a sum to be red and approved by the council, conditioned for the ithful performance of their duty. It shall be the duty ! said trustees, as soon as the bonds herein authorized ive been executed, to offer the same for sale by notice, ating the amount of bonds for sale, the rate of interest, ad when the same shall become due and payable, adertised in a newspaper published in Polk County, and lso in not less than two newspapers published in cities eported to be money centers, if deemed necessary. The rustees shall receive bids for the purpose of said bonds or any part of the issue thereof on or before the expiration of sixty days from the date of said publication. The trustees shall have the right to reject any or all bids and readvertise the bonds or any portion of the same remaining unsold. The Trustees, as a Board of Public Works, shall have control of the expenditure of the money derived from the said bonds, and supervision of the construction of said work in said expenditure, and shall be responsible for the faithful discharge of this trust, to the council, and shall not have supervision or management of any other expenditures or construction of work except as set forth herein.

Sec. 49. Depository.-A bank, or banks, or other de Depository. pository to be designated by the council, shall receive and be custodian of said bonds, and all moneys arising from the sale of said bonds.

Sec. 51. Trustees.-The Board of Trustees shall elected by a majority vote of the legal voters at the sam election at which the bonds are voted, and shall ser until the completion of the work for which said bond were issued. Vacancies in the Board of Trustees sha be filled by a majority vote of the remaining trustee and a full board of the council in joint session. And trustees may be removed from office in same manner and for same causes as hereinbefore provided for the removal of other officials. A majority of said trustees shall constitute a quorum and be capable of transacting an business. No person holding any other city office shall be eligible to serve as a bond trustee.

Sec. 52. The said Board of Trustees shall cause to be kept proper books of account which shall at all times be subject to inspection by the council, and upon the completion of the work entrusted to them, the same with a full report of their actions, shall be turned over to the council, who shall examine and audit the same.

Sec. 53. Amendment of Charter. This charter may be amended, changed or added to at any time, by an ordinance first passed by an affirmative vote of two-thirds of the council and ratified by a majority of the votes cast by the qualified electors of the town at a general or special election held for that purpose. At such elec tion each amendment proposed shall be succinctly de scribed on the ballot and shall be voted on separately.

Sec. 54. Taxes.-All the provisions for the State law for the enforcement and collection of State and county taxes shall avail the said municipal government hereby created as fully and completely as if embodied herein, in so far as the same does not conflict with the provisions of this charter.

ec. 56. Franchise.-The town of Fort Meade shall Franchise. vested with authority through its council, to grant nchises to persons, firms or corporations, for a period : longer than thirty years, and shall have the power to ulate the granting of the same, fixing the provisions d forfeitures thereof, and prescribing its conditions. Sec. 57. Board of Health.-There may be a local Board of ard of Health, which shall be composed of three health icers, one of them shall be a practicing physician of ort Meade. They shall have power and authority to proet the health of the inhabitants of Fort Meade, and ey shall have supervision of all matters pertaining to ablic health in the town of Fort Meade. They shall have ower to make such rules and regulations governing and ontrolling matters pertaining to the health of the inabitants of Fort Meade, and shall have the right to all upon the marshal to enforce the same. and it shall be the duty of the Mayor and marshal to render such police assistance as may be necessary to carry out their orders. The local Board of Health shall be governed by the laws governing the State Board of Health, and shall be subordinate in every particular to the State board of Health of Florida. They shall have the right, by and with the approval and consent of the council, to establish a hospital, sanitarium, or infirmary for the Town of Fort Meade.

Sec. 58. Extension and Annexation.-If at any time the Town of Fort Meade may desire to extend its territorial limits by the annexation of the unincorporated lands lying contiguous to its limits, it shall have the power to do so in the following manner. The council of said town by ordinance duly passed and approved by the Mayor, as provided herein, shall declare its intention to annex such tract of land, describing the same, not less than thirty days thereafter, which ordinance shall be published once a week for four consecutive weeks next after its passage, in a newspaper published in Polk County. for the purpose of voting upon the question of annexati and shall give thirty days notice in the same manner forth herein for notice of intention to annex. All qu fied electors of Fort Meade shall be qualified to vote said election. If a majority of those voting at said e tion shall vote in favor of annexing the proposed territ the same shall become and constitute a part of the ine porated limits of Fort Meade, and shall be subject to the provisions of this charter, as to tax assessments, ligations and jurisdiction.

Sec. 59. If the tract of land so proposed to be i nexed contains ten or more resident voters who are pr erty owners within said territory proposed to be annex the ordinance proposing to annex said tract of land sh be submitted to a separate vote of said resident vou in the territory to be annexed, and the result of the sej rate election, and the votes cast thereat shall be taken connection and counted with the votes cast at the sai time at the election held in the Town of Fort Meal and it shall require a majority of the votes cast at bo elections to annex the said proposed territory. Su elections shall be called and conducted, and the penses thereof paid by the corporate authorities of Fo Meade.

Sec. 60. Appropriations.-No appropriations of mont for any purpose save in case of epidemic, riot or other e treme calamity shall be made except at regular meeting of the council.

Sec. 61. Cess Pools.-The Town of Fort Mead through its Mayor and council, shall have power t prohibit and regulate cess pools. They shall have th right to grant permits for the placing or construction of cess pools, and to require a permit therefor.

Sec. 62. Fire Limit. The Town Council shall hav the right to establish, create and maintain a fire limit covering any portion of the incorporated territory, and t prohibit the construction or erection of buildings of com bustible or inflammable material, and to require the taking out of building permits within said fire limits.

Sec. 63. Ordinances.-All ordinances which are now in force in the Town of Fort Meade, when not in conflict with the provisions of this charter, shall be and remain

in full force and effect, and shall not be impaired by the granting of this charter, except as herein provided.

Sec. 64. Legalized Assessments for 1910.-The assess- Legalized ment of property, both real and personal, in and for the assessments. Town of Fort Meade, for the year 1910, is legalized and validated, and is hereby declared to be in full force and effect.

Sec. 65. School Fund.-The Town of Fort Meade is School fund. authorized to borrow money, not to exceed twenty-five thousand dollars ($25,000.00) in all, for the purpose of building school houses, and to issue therefor certificates of indebtedness, signed by the President of the Council and attested by the City Clerk, and which shall bear the official seal of the Town of Fort Meade, and shall bear interest at a rate not to exceed ten per cent. per annum, payable annually. Whenever the Town Council shall deem it advisable to build school houses in said municipality, they shall have the right to levy an assessment of taxes not to exceed three mills in addition to all the other millage taxes provided by this charter, for the purpose of meeting the obligations of said loan. The money derived from taxes as the result of said levy shall be applied exclusively to the payment of the notes as certificates of indebtedness for the money borrowed for the building of school houses, and the interest on said certificates. Provided, That the council, before borrowing said money and levying said tax, shall submit the proposition of borrowing said money for the purpose of building school houses, to the voters of the Town of Fort Meade, at a general or special election held for that purpose, and that all qualified electors who shall also own real estate in said Town of Fort Meade, and who shall have paid taxes therefor for the last year at which taxes were due, shall be entitled to vote, and it shall require a majority of those voting to carry said election.

Sec. 66. Old Officers.-Old officers serving their terms Old officers. of office at the present time under the charter of Fort Meade, shall continue in office and hold their respective offices under this charter for the terms for which they were elected or appointed.
