Duty of Commission.

Title.

shall be the duty of the Commission to execute the purposes of this Act as expeditiously as practicable.

Sec. 5. It shall be the duty of the Commission, in this Act provided for, as soon as practicable to select and acquire a lot or tract of land within the corporate limits of the City of Tallahassee, Florida, the center of which lot or tract shall not be more than 1,500 feet from the center of the Capitol building, and which lot or tract shall be surrounded with streets, and which lot or tract shall be, as nearly square as practicable with the building erected as near the center thereof as practicable, and no other building than that designated by this Act shall be erected upon said lot or site, for the erection thereon of a building to be known as The Supreme Court, Railroad Commission and Library Building; to select and approve plans and specifications for the erection, building and complete furnishing of such building; to contract for the erection, construction and complete furnishing and equipment of such building, including all fixtures and painting of the same; and for the proper laying-out, improvement and adornment of the lot and grounds surrounding the same, to advertise and call for plans and specifications, and have an architect whose duty it shall be under such employment by the Commission, upon the acceptance of the plans and specifications, to see that such plans and specifications are properly executed, and to do such other duties and acts as may be required of him by the Commission. In the event of such suitable lot or tract of land cannot be purchased at a reasonable price, the said Building Commission is hereby authorized to acquire the same by condemnation in the manner provided in Article 6, Chapter 2, Title 3, Second Division of the General Statutes of the State of Florida.

Sec. 6. The Commission before erecting or constructing the building, in this Act provided for, shall procure the indefeasible title in fee simple in the State of Florida to such site, and the title thereto shall before its acceptance be examined and approved by the Attorney General of the State of Florida, and the deed conveying the title to such site shall be duly recorded as other deeds are recorded in the office of the Clerk of the Circuit Court of Leon County, State of Florida, and shall then be filed and kept in the office of the Secretary of State.

Sec. 7. The Commission shall let all contracts after due notice and advertisement thereof to the lowest responsible bidder or bidders, and shall require good and how let. sufficient bond from the contractor, or contractors, undertaking the work, or any portion thereof, as a guarantee that the contract will be faithfully performed and all work properly done; that the building shall be properly and completely erected within one year after the contract is let, and shall require from the contractor, or contractors, good and sufficient surety with not less than three sureties, payable to the Governor of the State of Florida, and his successors in office, conditioned with due and proper provisions and conditions to guarantee the faithful and prompt performance of any and all contract or contracts.

Sec. 9. That the sum of one hundred thousand ($100,000.00) dollars, or so much thereof as may be necessary,

Sec. 11. This Act shall take effect immediately upon its approval by the Governor, or upon its becoming a law without such approval.

CHAPTER 6132-(No. 13).

AN ACT to Amend Chapter 5877, Laws of Florida, Being
an Act to Make an Appropriation for the Support and
Maintenance of the Confederate Soldiers' and Sailors'
Home in Jacksonville, Florida.

Be it Enacted by the Legislature of the State of Florida:

Section 1. Chapter 5877, Laws of Florida, being an Act to make an Appropriation for the Support and Maintenance of the Confederate Soldiers' and Sailors' Home in Jacksonville, Florida, is hereby amended to read as follows:

That the following sums be and are hereby appropriated out of any funds in the Treasury, not otherwise appropriated, for the support and maintenance of the Confeder ate Soldiers' and Sailors' Home in Jacksonville, Florida, to wit:

For the support of each inmate per month.......$ 15.00
For maintaining hospital, including nurses,
physicians, medicine and disinfectants, per

For salary for Superintendent, payable monthly,

Sec. 2. This Act shall take effect upon its passage and approval by the Governor.

CHAPTER 6133-(No. 14).

An Act to Authorize and Direct the State Board of
Health to Establish a Hospital for the Treatment of
Indigent Crippled Children, and Providing an Appro-
priation Therefor.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That the State Board of Health be, and it Authority is hereby authorized and directed to establish at some suitable and convenient location in this State a Hospital for the treatment of indigent crippled children of this State. In such hospital indigent crippled children of this State shall be received and treated free of charge.

Sec. 2. That for the purposes of Section 1 hereof the State Board of Health is hereby authorized to purchase a plot of ground and erect thereon a building suitable for such purpose, or to purchase a plot of ground with building already erected, in its discretion. For such purchase and for the purchase of suitable instruments, apparatus. furniture, fixtures and other articles necessary for such an institution, the sum of twenty thousand dollars, or so much thereof as may be found necessary, is hereby appropriated, payable from the State Board of Health Fund.

Sec. 3. That for the purpose of maintaining the hos Appropriapital herein provided for, and of employing such physi cians and attendants as are requisite for the conduct of the hospital, the sum of ten thousand dollars, or so much thereof as may be necessary, is hereby appropriated annually for the two years beginning July 1st, 1911, payable from the State Board of Health Fund. Provided, that until the number of indigent crippled children, citizens of the State of Florida, shall be sufficient in number to warrant the State Board of Health to erect and maintain an institution of this character and nature, that the State Board of Health is authorized to arrange with any sanitarium or hospital in Florida to care for and treat the indigent crippled and deformed children of the State and

to pay for such treatment out of the funds of the State
Board of Health, not in excess of the amount appropriated
by this Act.

Sec. 4. This Act shall take effect July 1, 1911.

CHAPTER 6134-(No. 15).

AN ACT Making an Appropriation for the Board of Commissioners of State Institutions to Purchase Lands, Building Material and Other Equipage to Establish a State Prison Farm, and to Authorize the Board of Commissioners of State Institutions to Sell Detached Parcels of Land and to Buy Land and Building Material Necessary to the Said State Prison Farm.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That the sum of fifty thousand dollars be, and the same is hereby appropriated out of the revenue derived from the hire of State convicts, for the purchase of the 7,445.50 acres of land in Bradford County, upon which said Board now holds an option, together with all contiguous parcels of land situated within the boundary lines of the body of lands recently purchased by the said Board for the purpose of permanently establishing a State Prison Farm and carrying into effect the provisions of Chapter 5941 of the Acts of 1909. The said appropriation is hereby placed at the disposal of the Board of Commis sioners of State Institutions with which to purchase the fands above mentioned and for the erection of such build ings, and barracks, with equipage, as may be needed at or before the expiration of the present State convict lease on December 31, 1913. On the requisition of the Board of Commissioners of State Institutions, the Comptroller shall issue his warrants on the State Treasurer under this appropriation, and such warrants shall be paid out of the funds derived from the hire of State convicts as aforesaid

Sec. 2. The Board of Commissioners of State Institutions are hereby authorized to purchase the said 7,445.50
