the year 1911, and four thousand dollars for the year 1912, or so much thereof as may be necessary, be, and the same is hereby, appropriated for the purpose of maintain- Appropriaing such Teachers' Summer Training Schools, provided impartially for teachers of both races, at the location of the University of Florida, the Florida State College for Women, for white teachers; and at the location of the Florida Agricultural and Mechanical College for Negroes, for colored teachers.

These schools to be taught by such instructors as the State Board of Education of Florida may appoint, and to be held at such times as the Board may designate.

Sec. 2. The Comptroller is hereby authorized to draw Duty of Comptroller warrants upon the requisition of the State Superintendent and State of Public Instruction payable out of any funds in the SuperintendTreasury, not otherwise appropriated, for the amounts appropriated in Section 1 of this Act.

Sec. 3. It shall be the duty of the State Superintendent of Public Instruction to submit a report to the next Legislature showing the number and location of schools, conducted by means of this appropriation, the number of teachers attending each by race and sex, the conductors of each school with the number of days' service rendered by each, and the amount paid each; and to submit vouchers for every dollar paid out from this fund.

Sec. 4. All laws in conflict with this Act are hereby repealed.

Sec. 5.

This Act shall take effect upon its passage and approval by the Governor.

AN ACT Appropriating Money for the Benefit and Main-
tenance of the Florida State Reform School.

Be it Enacted by the Legislature of the State of Florida:
Section 1.

Sec. 2. The sum of seventeen thousand and five hundred dollars per annum, or as much thereof as is actually necessary, is hereby appropriated for the purpose of defraying any necessary expenses which may be incurred by the Board of Managers in the maintenance of said Reform School. Said amount shall be payable in equal quarterly installments upon requisitions of the Treasurer and Secretary of the Board of Managers, upon the Comptroller, who shall issue his warrant therefor upon the Treasurer of the State.

Sec. 3. All appropriations under this Act are payable from funds derived from the lease and hire of State convicts.

Sec. 4. This Act shall take effect upon its passage and approval by the Governor.

Sec. 5. All laws or parts of laws in conflict with this Act be, and the same are hereby repealed.

CHAPTER 6128-(No. 9).

AN ACT to Provide for the Payment of the Present Indebtedness of the Florida State Reform School.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That the sum of five thousand dollars is hereby appropriated for the purpose of paying the present indebtedness of the Florida State Reform School. Said appropriation shall be paid by the Treasurer of the State upon warrants issued therefor by the Comptroller, and upon requisition and direction of the Board of Managers of the said Florida State Reform School.

Sec. 2. Said appropriation is hereby made payable from funds derived from the lease and hire of State convicts. Sec. 3. This Act shall take effect from and after its passage and approval by the Governor.

CHAPTER 6129-(No. 10).

AN ACT Making an Appropriation for the Purpose of Enabling the Railroad Commission to Audit, Investigate and Examine into the Books and Accounts of Express and Railroad Companies Subject to Their Jurisdiction.

Be it Enacted by the Legislature of the State of Florida:

That the sum of twenty-five thousand dol lars ($25,000.00) for the period ending June 30th, 1913, be, tion. and the same is hereby appropriated to enable the Railroad Commissioners to audit, investigate and examine into the books, records, vouchers and accounts of the Express Companies and of the Railroad Companies which are subject to their jurisdiction so that the Railroad Commissioners can have sufficient information to make rates and regulations upon the principles applied by law, and to defend suits brought against them by common carriers or to bring suits to enforce such rates and regulations.

Any part of the said appropriation not expended shall revert to the State Treasury.

CHAPTER 6130-(No. 11).

AN ACT Making Appropriations to Cover the Cost of
Certain Repairs to the Capitol Building.

Be it Enacted by the Legislature of the State of Florida:

Section 1. That the sum of one thousand seven hunded and fifty-two dollars ($1,752.00) be, and the same is hereby appropriated out of any funds in the State Treasury not otherwise appropriated, to pay for certain repairs to the roof of the Capitol building, made in 1909 upon the recommendation of the Board of Commissioners of State Institutions.

Sec. 2. That the sum of two thousand eight hundred and fifty dollars ($2,850.00) be, and the same is hereby appropriated out of any funds in the State Treasury not otherwise appropriated, for the purpose of paying for the work of installing metal ceilings in the upper floor of the Capitol building, which work was done in 1911, upon the recommendation of the Board of Commissioners of State Institutions.

Sec. 3. That warrants upon the appropriations made in Sections 1 and 2 of this Act shall be drawn by the Comptroller upon the State Treasurer, upon bills approved by the Board of Commissioners of State Institutions.

Sec. 4. That this Act shall take effect immediately upon its approval by the Governor.

CHAPTER 6131-(No. 12).

AN ACT to Provide for the Aquisition of a Site and the Erection, Building and Furnishing of a Building Thereon for the Use of the Supreme Court of the State of Florida, the Railroad Commission of the State of Florida, and for a Library, and Making Appopriations for the Same, and Other Purposes Appertaining Thereto.

Be it Enacted by the Legislature of the State of Florida:

Section 1. The Governor of the State, the Comptroller of the State, and five suitable persons and citizens of the State of Florida, shall constitute a Commission to be known as "The State Building Commission," of which Commission. commission the Governor shall be the Chairman and the Comptroller shall be the Secretary. The Governor of the State, as soon as practicable, shall select and appoint five suitable citizens of the State, to be members of the Commission; Provided, that such members to be so appointed shall be chosen from different counties of the State; Provided further, that the Commission so appointed shall be under the supervision of the Board of Commissioners of State Institutions.

Sec. 2. That any vacancies occurring upon said Com- vacancies. mission for any cause shall be filled by selection and ap pointment by the Governor of the State from suitable persons and citizens of the State.

Sec. 3. The terms of the office of such Commissioners shall expire with the completion of the purposes provided office. for by this Act; and the five Commissioners to be ap pointed in accordance with the provisions of this Act shall be paid only their actual expenses while serving in the discharge of their duties as such.

Sec. 4. It shall be the duty of the Governor, as soon as practicable after the appointment of the Commission, in Governor. this Act provided for, to call said Commissioners together to formulate such plans and to take such action as to the Commission may be deemed advisable, convenient or necessary to execute the purposes of this Act, and it
