VR great Lord and Mafter Chrift, having purchafed to himself, by his precious Blood, a peculiar people, his One myftical Body the Church, fanctified it with the washing of water by the Word, that he might prefent it to himself a glorious Church, holy, without fpot, Ephef. 5. 27. not without all spot, (there is a spot of Gods Children, of fins of frailty and infirmity, which the Church as long as fhe is Militant will never be without) but without spot of malice and wicked lewdness; fuch fpot and blemishes as were figured by the corporal blemishes forbidden to the Priests and their facrifices, Lev. 21. 23.20. fpots that will make the Church as abhorred in the fight of God, as thofe bodily fpots made the Priests and their facrifices unto the eyes of men; without fuch Scandalous pots mentioned Gal. 5. 9. all the members of this one body may and ought to be. That the Church may preferve her felf in this purity without spot, and in this unity without divifion, and continue one holy Church, as it is in our Creed, a double power and authority is ́needful, as to all other bodies politick, fo likewise to this fociety of believers, the Church; one of jurifdiction to correct and reform thofe impure members by fpiritual cenfures, whom counsel will not win, and if they be B incor incorrigible, to caft them out of this holy fociety, left their leaven should leaven the whole lump, 1 Cor. 5. 6. Thus to preferve the Churches purity, and again to correct and redue to unity the contentious troublers of the Churches peace, if it may be, by charitable admonitions, if not, to ftop their mouths, Titus, 1. 11. not by arguments alone, for fuch will never prevail upon abfurd, unreafonable and obftinate men, (and fuch there always will be) but by spiritual cenfure, even to the cafting them out of the Churches fociety, fo to preferve peace and unity. Besides this Power of Jurifdiction, there is necessary also for the obtaining of those two high ends, a Legislative Power to make Canons and Conftitutions upon emergent occafi ors. For though our great Lord hath already given to his Church most holy and wife Rules and Laws for the fame purposes; yet because they are general, not defcending to every particularity of time, and place, and manner of performance, which yet are necessary to be determined for the prefervation of publick peace and unity; and because there may, at least, through the perverfness of men of corrupt minds, arife fame doubts and controverfies about the fenfe and meaning of thofe moft holy Rules of our Lord, for the determining of which we are not now to expect any refolution from Prophet or Oracle, or other immediate voice from Heaven; it doth hereupon neceffarily follow, that there must be Authority left to this Church, and the Governors thereof, to make new Laws upon these emergent occafions, to determine thefe particularities, to decide and compofe thefe Controverfies, whereby to preServe the unity of the spirit in the bond of peace. _ WhoJoever fall think that all this may be done by friendly perfuafion, or learned difputes only, will find himself deceived, as experience of all Ages hath fhewn, and will fhem as long as there be men of perverfe minds, and corrupt affections. Without a definitive and Authoritative fentence, Controverfies will be endless, and the Churches peace |
