SECT. 8. That the said board of assessors be and are hereby instructed to report to the common council, as early as practicable, the completion of their assessment, as approved by said board.

SECT. 4. When upon the approval of the report of the board of assessors by the common council, it shall then be the duty of the board of assessors to set ten days for the purpose of correcting all errors arising from the over-valuation of personal property.

SECT. 5. That the board of assessors shall give public notice in all the city papers, when their book will be ready for public inspection, and that they be required to be in attendance daily from 9 A. M. to 4 P. M., during the ten days.

SECT. 6. The assessors, or either of them, are hereby authorised to administer oaths to all persons claiming relief, and that they shall fix the amount of personal property as sworn to by such persons.

GRANTING LOT FOR PUBLIC BASIN.

The People of the City of San Francisco do ordain as follows:

That all that space of land and water lying between Clay street and Sacramento street, and between Davis street and the deep waters of the Bay, as laid down upon the public maps, or plan of the city, be, and the same is hereby set apart and dedicated for the public use, as a free public dock for ships and other vessels, provided, notwithstanding that nothing herein contained shall prevent the common council from amending, altering or annulling this grant.

AUTHORISING THE PAYMENT OF MESSRS. LE ROY & RAYMOND.-$22,216.

The People of the City of San Francisco do ordain as follows :

That the comptroller be, and is hereby ordered to issue city scrip to the amount of twenty-two thousand two hundred and sixteen dollars, being the amount of judgment against the city of San Francisco, in favor of Messrs. Victor Le Roy & Henry Raymond, payable on the third day of Oct. next, without interest, the same being in full for all damages or demands against said city by. said Victor Le Roy & Henry Raymond, the same being for loss sustained in December last.

IN AMENDMENT TO AN ORDINANCE AUTHORISING THE ISSUE OF LICENSE.

The People of the City of San Francisco do ordain as follows:

That ($25) twenty-five dollars be inserted in the place of ($50) fifty dollars, as a tax on gambling in the ordinance approved August 1st, 1850; and that ($25) twenty-five dollars in the place of ($50) fifty dollars on first class bars; and ($15) fifteen dollars in place of ($25) twenty-five dollars on second and third class

bars.

That the comptroller is hereby authorised and required to issue licenses to all persons, persuing the various avocations which are required to pay such license or tax by ordinance passed August 1st, 1850, on presentation of the receipt of the tax collector.

FOR THE ESTABLISHMENT OF A HEALTH
DEPARTMENT.

The People of the City of San Francisco do ordain as follows:

SECT. 1. That in the organization of the city government, there shall be a department entitled the "Health Department" of the City of San Francisco.

SECT. 2. That the object of this branch of the city government, shall be to provide suitable institutions for the reception, care and treatment of such applicants for charitable relief who may by their destitution require public aid.

SECT. 3. That there shall as soon as practical be constructed a suitable substantial frame or brick building, agreeably to a plan provided in order to further the measures of the preceding sections.

SECT. 4. That the sum of sixty thousand dollars, shall be and hereby is applied towards the erection and completion of the aforesaid proposed building, out of monies in the city treasury not otherwise appropriated.

SECT. 5. That the comptroller be instructed to provide specifications in accordance with a plan that shall be adopted by the finance committee of both Boards, in conjunction with the mayor, to be exhibited at his office, and to advertise for poprosals for the erection of the aforesaid building, such proposals to have the names of two responsible sureties for the faithful performance of obligations entered into, attached, and the contract to be awarded to the lowest competent bidder.

SECT. 6. That there shall be appointed by the common council a chief officer, whose title shall be "resident physician," to have the superintending charge of the institution; a steward and a matron whose respective duties shall be assigned, and salaries fixed by the common council, who shall have a con
