under the direction of Mr. R. D. W. Connor, Secretary of the Historical Commission, and distributed under our joint direction.

At the commencement of our last meeting I reported an active membership of 529. One of these had resigned the year before, but through mistake had been kept on the Roll of Members, and another resigned before the commencement of that year, but after my report had been made up. Mr. James M. Norfleet, Tarboro.

Mr. H. H. Phillips, Tarboro.

Mr. E. A. Daniels, Jr., Washington.

Making a total of 610 members. Since then we have lost the following:
Two members dropped during the past year for non-payment of dues.... 2
Eight members by death, as follows:

A. O. Gaylord, Plymouth; W. C. Maxwell, Charlotte; Elijah

There have been no reinstatements during the past year.

I would respectfully call the attention of the Association to the defect in the Constitution and By-Laws by which the Chairmanship of the Executive Committee was made vacant until its regular meeting in January last. This vacancy deprived your Secretary of advice and instruction of which he was in frequent need during that period.

Respectfully submitted,

THOMAS W. DAVIS,'
Secretary.

Since the first day of July, 1915, the Secretary has collected nearly $300.00 additional in dues from members of the Association, and the amount due now by members of the Association is approximately $700.00 to the date of this report.

In accordance with the By-Laws, I also submit an estimate of the receipts and expenditures during the year 1915-16:

Before closing my report, I would call the attention of the Association to the very vexing question of non-payment of dues. There were 608 members of the Association during the past year, owing a total indebtedness to the Association of $2,813.00. By special efforts, involving a large amount of work and extra expense, I collected $1,689.00 of this amount, leaving a balance to the Association of $1,124.00 on June 30, 1915. You will note from this report that approximately 70 per cent of the annual dues were collected; that $738.00 of last year's delinquent dues were still owing at the end of the year, and eight new members had not paid their initiation fee.
