EXPLANATORY. The Thirteenth Legislature convened on January 13th, 1913, at 12 o'clock noon (being the second Monday in January), and adjourned sine die on March 13th, 1913. All laws passed by said session, and approved by the Governor, take effect in ninety days after the adjournment, or at 12 o'clock, midnight, June 12th, 1913, except relief bills, appropriations and those acts having an emergency clause. Chapters 48, 121 and 180 will be submitted to a vote of the people of the state at the general election held in November, 1914. I. M. HOWELL, |
