PREFACE This work is supplementary to the annotated edition of the Code of Virginia 1919. The Code and this volume together contain the entire body of the statute law of Virginia of a general and permanent nature and annotations from all the decisions of all the courts construing the same. This work gives all the changes in and additions to the general statutes found in the Code. In short, it brings the Code of 1919 down to date. Unlike the Code Biennials of 1918 and 1920, this volume is not intended to be superseded by later publications until the appearance of a new Code. Not only are the acts and Code amendments of the General Assembly of 1920 and 1922 included herein, but also those of 1918 and the extra session of 1919. This was rendered necessary in the light of Section 6568 of the Code of 1919, which reads as follows: The enactment of this Code shall not affect any act passed by the General Assembly, which shall have become a law after the ninth day of January, nineteen hundred and eighteen, and before the thirteenth day of January, nineteen hundred and twenty; but every such act shall have full effect, and so far as the same varies from or conflicts with any provision contained in this Code, it shall have effect as a subsequent act, and as repealing any part of this Code inconsistent therewith. In a number of instances, the General Assembly has amended a section of the Code of 1919, which section was not in effect because inconsistent with an act of 1918 or 1919, the later act not being referred to in the amending act. This would seem to leave two acts dealing with the same subject, both of which would stand so far as not in conflict. The annotations, as printed herein, begin where those of the Code of 1919 leave off, and are taken from Virginia Reports 120 to 130, United States Reports 244 to 256, Federal Reports 248 to 278, Virginia Law Register (N. S.) 3 to 7, all inclusive.
