The subcommittee met, pursuant to recess, at 10:02 a.m., in room 4232, New Senate Office Building, Senator Wayne Morse, chairman, presiding.

Present: Senators Morse (presiding), Kennedy of New York, and Javits.

Also present: Senator E. L. Bartlett, of Alaska.

Senator MORSE. The hearing will come to order.

Our first witness this morning will be Senator Bartlett who I understand wishes to insert a statement on S. 370 into our hearing record and then to discuss it. We are privileged to welcome him before the subcommittee.

STATEMENT OF HON. E. L. BARTLETT, A U.S. SENATOR FROM THE STATE OF ALASKA

Mr. BARTLETT. Thank you, Mr. Chairman. With your permission, I shall insert the statement which has been prepared and I want to endorse the bill before you. I support it.

As you know, I am a cosponsor. I think it will have beneficial effects throughout the Nation and, naturally, I have a particular interest in Alaska.

I give some suggestion as to possible clarification relating to Alaska in line with previous bills on this same subject, and I thank you for permitting me to appear.

Senator MORSE. "Senator Bartlett, we are very glad to receive your statement. On behalf of myself and the subcommittee, I want to thank you for your unfailing support to this subcommittee in the work we have done in the past few years on the floor of the Senate on education bills. I want the record to show that in my judgment you are one of the finest friends of education in this Nation.
