Such appointment shall be in writing and signed by a majority of said justices and filed in the office of the clerk of Delaware county. § 3. The salary of such librarian shall be two hundred dollars per annum and shall be paid in quarterly payments of fifty dollars each on the last day of each of the months of March, June, September and December of each year, by the county treasurer of the county of Delaware, from the funds in his hands as such treasurer.

§ 4. Said librarian shall be subject to the directions of said justices, and shall be governed by such rules and regulations as they shall make from time to time.

§ 5. This act shall take effect immediately.

CHAP. 52.

AN ACT to legalize the official acts of certain justices of the peace, and authorizing justices of the peace to execute and file official bonds, and to take and subscribe the official oath. PASSED April 7, 1882.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. The official acts of every justice of the peace, heretofore done and performed, duly elected or appointed to the office, so far as such official acts may be affected, impaired or questioned, by reason of the failure of any such justice, to take and subscribe the official oath, or to give an official bond as required by law, are hereby legalized, ratified and confirmed, and any justice of the peace heretofore elected or appointed to the office, who has neglected to give and file an official bond, or take and subscribe the official oath, may make and file such bond, or take and subscribe the official oath within twenty days from and after the passage of this act, and the same shall have all the force, effect and validity as if said bond had been made and filed, or said official oath taken and subscribed within the time required by law.

§2. Nothing in this act contained shall affect any suit or proceeding now pending.

§3. This act shall take effect immediately.

CHAP. 53.

AN ACT to provide for erecting and completing an addition to the town hall in Saratoga Springs.

PASSED April 7, 1882; three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. Authority is hereby given to erect and complete an addition on the east end of the town hall building, in the town of Saratoga Springs, county of Saratoga, under the direction of the

supervisor of said town, not less than two stories in height, as the sent stories of said building now are, extending the entire width of said building, and not less than thirty feet in depth on the inside. In the said addition the supervisor shall complete and furnish as the public need may require a suitable and commodious court-room on Court the second floor, and such other convenient rooms in said addition as the space may permit.

The said supervisor may divide the work so as to invite proposals for the different kinds of labor and materials, and may reserve the right to reject any and all proposals which he may deem disadvantageous to the interests of said town.

§ 4. CHAP. 54.

AN ACT in relation to the issue by the board of supervisors of the county of Ulster and the sale of the twenty-third and twenty-fourth series of Ulster county bonds.

PASSED April 7, 1882; three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows:

WHEREAS, The board of supervisors of the county of Ulster is, in and by the act of the legislature of the state of New York, entitled "An act authorizing the board of supervisors of the county of Ulster to issue bonds during the year eighteen hundred and eighty, eighteen hundred and eighty-one and eighteen hundred and eightytwo, respectively, to pay portions of the county bonds falling due in said years," passed January twenty-ninth, eighteen hundred and eighty, and known as chapter two, authorized, directed and empowered among other things to issue the bonds of said county to the amount of one hundred thousand dollars payable in the years eighteen hundred and ninety-three and eighteen hundred and ninety-four, fifty thousand dollars in each year; and whereas the bonds issued by said board under and by virtue of said act, and sold at public auction in the city of Kingston on the seventeenth day of Febuary, eighteen hundred and eighty-two, were by an error in the printing thereof made to become due and payable in the year eighteen hundred and ninety-two and eighteen hundred and ninety-three.

SECTION 1. The issue by the board of supervisors of the county of Ulster and the sale as aforesaid of the said bonds, which are designated and known as series twenty-third and twenty-fourth of Ulster county bonds, dated March first, eighteen hundred and eighty-two, and numbered, consecutively, from and including number two hundred and seventy-one to and including number three hundred and ninety, are hereby legalized, ratified and confirmed, and the said bonds, and the coupons thereto attached are hereby declared to be legal and valid, notwithstanding the error aforementioned.

§ 2. The board of supervisors of Ulster county shall cause to be levied by tax on the taxable property of said county and collected as other taxes are collected such sums as may be necessary to pay the interest and principal as it shall become due in the series of Ulster county bonds mentioned in section one of this act, and the treasurer shall apply the moneys so collected and paid to him to the payment of the said interest and principal.

§ 3. This act shall take effect immediately.

CHAP. 55.

AN ACT to enable the town of Schoharie, in the county of Schoharie, to fund a portion of its bonded debt at a reduced rate of interest.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. The railroad commissioners of the town of Schoharie, in Railroad the county of Schoharie, are hereby authorized and empowered to commis borrow the sum of ten thousand dollars, to pay the present outstand- thorized ing bonds of said town, issued in aid of the Albany and Susquehanna to borrow railroad, which bonds mature on the first day of May, in the year issue eighteen hundred and eighty-two, and to issue the bonds of said town for the payment thereof, which bonds shall be chargeable upon the taxable property, real and personal, of the said town. § 2. It shall be lawful for said railroad commissioners to sell the sale of, new issue of bonds hereby authorized, at a price not less than par for etc. the whole or any part of said bonds. The bonds which shall be paid or redeemed by the issue of the bonds hereby authorized shall be canceled and destroyed in the manner provided by law.

§3. CHAP. 56.

AN ACT to amend chapter two hundred and sixteen of the laws of eighteen hundred and eighty-one, entitled "An act to enable the town of Esperance, in the county of Schoharie, to fund a portion of its bonded debt at a reduced rate of interest." PASSED April 7, 1882; three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. The first section of chapter two hundred and sixteen of the laws of eighteen hundred and eighty-one, entitled "An act to enable the town of Esperance, in the county of Schoharie, to fund a portion of its bonded debt at a reduced rate of interest," is hereby amended so as to read as follows:

1. The supervisor of the town of Esperance, in the county of Schoharie, is hereby authorized and empowered to borrow a sum of to pay out money sufficient to pay a portion of the present oustanding bonds of the said town, which mature during the year eighteen hundred and eighty-two, to an amount not exceeding eighteen thousand dollars, and to issue the bonds of the said town for the payment thereof, which bonds shall be chargeable upon the taxable property, real and personal, of the said town. The bonds hereby authorized shall be issued in series of amount of, five hundred dollars, each, and shall draw interest not exceeding five per centum per annum, payable on the first day of April in each year, and shall mature as follows: Three thousand dollars on the first day of April, eighteen hundred and eighty-three, and three thousand dollars. in each year thereafter until all are matured. The said bonds shall be authenti- authenticated by the signatures of the supervisor and town clerk of the said town of Esperance with the coupons attached for the payment of said interest, signed by the said town supervisor and town clerk, and shall be registered by the said town clerk in a book to be kept in his office for that purpose.

AN ACT to amend chapter two hundred and four of the laws of eighteen hundred and seventy-five, entitled "An act to amend chapter seven hundred and fifty-eight of the laws of eighteen hundred and sixty-five, entitled An act to authorize the towns of Otsego, Hartwick and Middlefield in the county of Otsego, to issue bonds and subscribe and take for said towns capital stock in the Cooperstown and Susquehanna Valley Railroad Company.'"
