The Subcommittee is meeting today to receive testimony on the convention of the regulations of Antarctic mineral resource activities and alternative proposals. Ms. Schneider will introduce the first witness. Ms. SCHNEIDER. I'd like to take this opportunity to introduce my colleague from New England, Congressman Silvio Conte, who has long been a leader in the environmental community, and has shown a vision and an insight into appropriate policies, and has reflected that insight by putting the money where the mouth is, as we say in this business. Mr. Conte is the Ranking Member of the Appropriations Committee, and we certainly welcome him here. Mr. Chairman, are you going to permit any opening statements, by chance? Mr. TAYLOR.
