This edition of the CODE is in response to a considerable demand on the part of lawyers and laymen. The editor has supplemented the compilation of William F. Meyers, Esq., published in 1911, by the addition of amendments and references to recent decisions of the courts and by the insertion in the Appendix of Acts of Congress passed within the last eight years. Some rearrangement of matter has been deemed advisable, but, with the exception of additions, the annotations remain practically the same as in the former edition. The fact that they were supplied by the late Corporation Counsel, Edward H. Thomas, Esq., would seem to be a sufficient guarantee of their accuracy and pertinency. Repealed and superseded sections have been eliminated in the interest of economy of space, but sections which have been repealed outright have been retained and properly indicated in order to avoid possible confusion in the numbering.
