EXPLANATORY The Eighteenth Legislature of the State of Washington convened at 12 o'clock, noon, January 8, 1923, (being the second Monday in January), and adjourned sine die March 8, 1923. All acts passed by the session approved by the Governor, together with those which were permitted to become laws without his signature take effect ninety days after adjournment, or 12 o'clock, midnight, June 6, 1923, except relief bills, appropriations and other acts declaring an emergency. Chapter 1 of this volume became a law by vote of the people at the general election on November 7, 1922, and was officially promulgated as a law by the Chief Executive on December 7, 1922, in compliance with the initiative laws of the State of Washington.
