Be it enacted by the General Assembly of the State of Arkansas:

SECTION I. That there be and there is hereby appropriated out of any money in the treasury not otherwise appropriated the sum of one thousand five hundred dollars ($1,500) for additional, reasonable and full compensation to William F. Kirby for making the Digest of the laws of the State of Arkansas for 1904, and the auditor is hereby authorized to draw his warrant on the treasurer for said sum payable to the order of the said William F. Kirby. And providing that $166.66 2-3 be appropriated to pay Judge W. W. Mansfield for extra services as examiner.

SECTION 2. That this Act shall take effect and be in force from and after its passage.

PRIVATE ACT No. 5.

AN ACT for the relief of the Lawrence County Bank.

SECTION

I. Authorized the State Treasurer to pay the Lawrence County
Bank Warrant No. 3072, drawn in September, 1903.

2. Act in force from passage.

Whereas, Joseph Ruffner of Lawrence County, Arkansas, upon proper proof before the board of pension commissioners, was declared to be an indigent ex-Confederate soldier, and a pension in the sum of forty-six dollars ($46) was allowed the said Joseph Ruffner annually.

That in July of each year it becomes the duty of the county clerks in their respective counties to certify down to the Auditor of State the names of persons upon the lists entitled to pensions, as allowed by the boards.

That in July, 1903, W.-K. Surridge, the county clerk of Lawrence County, by mistake, and through error, certified down the name of Joseph Ruffner, he being dead at the time.

The auditor issued a warrant upon this, and the said warrant was paid by the Lawrence County Bank.

That the Treasurer of State having learned that the said Ruffner departed this life prior to the certifying of the lists by the county clerk, refused to pay this warrant. Therefore,

Be it enacted by the General Assembly of the State of Arkansas:

SECTION I. That the Treasurer of State is hereby authorized and directed to pay to the Lawrence County Bank, Warrant No. 3072, drawn in September, 1903.

SECTION 2. That this Act take effect and be in force from and after its passage.

PRIVATE ACT No. 6.

AN ACT for the relief of H. F. Northcutt, sheriff of Fulton County.

SECTION

I.

Appropriates $139.70 to pay H. F. Northcutt for services.

2. Act in force from passage.

Whereas, H. G. King was in the year 1897 conducting a bank at Mammoth Spring, Arkansas, and did unlawfully receive funds of the State, and,

Whereas, The aforesaid H. G. King left the State of Arkansas and went to Idaho, and.

Whereas, The Grand Jury of Fulton County found a true bill against the said H. G. King after he left the State, and

Whereas, H. F. Northcutt, sheriff of Fulton County, was appointed messenger by the Governor of Arkansas to extradite the said H. G. King, but the Governor of Idaho refused to honor the requisition of the Governor of Arkansas; and

Whereas, The aforesaid messenger did in the performance of his duty expend the sum of one hundred and thirtynine dollars and seventy cents ($139.70), and,

Whereas, It appears that there is no appropriation to pay the aforesaid sum, therefore

Be it enacted by the General Assembly of the State of Arkansas:

SECTION I. That the sum of one hundred and thirtynine dollars and seventy cents ($139.70) be, and the same is hereby appropriated out of any funds in the State treasury not otherwise appropriated, to defray the expense of said messenger in the performance of his duty.

SECTION 2. This Act shall take effect and be in force from and after its passage.

PRIVATE ACT No. 7.

AN ACT to authorize the State Auditor to reissue an exConfederate pension warrant.

SECTION

I. Auditor authorized to reissue warrant for $46 due the heirs of G. W. Broyhill.

2. Laws in conflict repealed; Act in force from passage.

Whereas, Ex-Confederate pension warrant No. 155 for forty-six dollars ($46) was issued September, 1903, to G. W. Broyhill of Decatur, Benton County, Arkansas, and said warrant having been lost and never collected, as evidenced by the certificate of the State Treasurer hereto attached. Therefore,

Be it enacted by the General Assembly of the State of Arkansas:

SECTION I. That the auditor be, and he is hereby authorized to reissue to G. W. Broyhill or his heirs in lieu of Confederate pension warrant No. 155 another warrant for forty-six dollars ($46), to be paid out of the Confederate pension fund as provided, upon G. W. Broyhill or his heirs complying with section 3420 of Kirby's Digest.

SECTION 2. All laws or parts of laws in conflict herewith are hereby repealed, this Act to take effect and be in force from and after its passage.

PRIVATE ACT No. 8.

AN ACT for the relief of T. O. Robinson, J. H. Langston, N. J. Mathis, J. L. Breakfield and W. S. Morgan.

Whereas, One A. L. Griffin, school commissioner in and for Clark County, Arkansas, being authorized by law, did offer for sale in the year 1855 and the year 1866, certain parts of section 16, township 6, south of range 22 west, lying in Clark County, Arkansas; and,

Whereas, Said Griffin did at the time and place authorized offer said land for sale and at said sale W. S. Stroop was the highest and best bidder and was declared to be the purchaser thereof and said sale was in all things confirmed; and,

Whereas, The purchase money therefor was duly paid so that the State of Arkansas nor any school district has any just claim to said land; and,

Whereas, The present owners of said lands and their grantors have paid taxes on same since the day of purchase; and,

Whereas, By some oversight or accident the record of these proceedings have been lost or destroyed, so that the chain of recorded title is therefore defective and imperfect, and it is the purpose of this Act to supply this defect therein; and,
