Needs of the Examinations Division The Chief Examiner has already submitted a special report suggesting certain changes in working methods, which will, if adopted, save time, labor and money, and add to the efficiency of our work. In addition, however, we need (1) An increase in the number of examiners and clerks so that we may handle our work with greater efficiency and speed. We are often compelled to secure the services of outsiders as examiners; frequently these persons have had no experience in such work and while conscientiously done, it often shows evidence of the lack of training and experience in the work of rating papers. (2) More floor space. We have not, at present, sufficient room in which to handle our work. (3) Additional office equipment is needed, such as filing cases, tables, etc., but we have no space for this additional equipment at present. (4) A mail and file room in charge of a competent file clerk with an assistant. (5) There should be another room available for the Examinations Divisions to be used as an application and store and shipping room. We are now doing our work of receiving, approving and filing applications in room 413 which is also occupied by the general card index, together with the desks of five stenographers and typewriters and one junior clerk; and on days when papers must be shipped for general examinations at the thirty-three examination centers, this work is performed under such disadvantages, that there is great danger of mistakes in shipping. During 1915 we held nine general examinations averaging over 2,100 candidates each, involving about fourteen different examinations each time. To get material ready and ship all the papers properly requires a most painstaking attention to detail, and work of this character should be performed under far better conditions than we have ever been able to establish. (6) The present arrangement whereby our examining work is done in room 605 on the sixth floor is inconvenient and causes loss of time. We need more conveniently arranged rooms.
