DEAR MR. CHAIRMAN: I am forwarding herewith a report incorporating findings prepared by Daniel E. Cassidy of the committee staff based on the hearings on the National Space Transportation System and material submitted for the record.

As the Space Shuttle and the other elements of the Space Transportation System proceed through development we remain cognizant of the magnitude of the tasks involved in this undertaking and the milestones that must be achieved in attaining an operational system. The next year or so will be critical to the timely availability of the new transportation system.

The promise of low cost, routine access to earth orbit provides this Nation as well as others the opportunities to plan space activities that never could be considered with present expendable launch vehicles. As the operational phase approaches, attention is focused on operational costs, user requirements and payload development and the coordination between various elements to assure a useful and cost effective system. The findings from the hearing are not intended to be exhaustive but address many of the significant factors involved in transition from expendable launch vehicles, establishing operational policies and planning Space Shuttle utilization.
