[Chapter 90, Laws of 1921.}

Headed by the State Tax Commission, consisting of three members appointed by the Governor, by and with the advice and consent of the Senate, one to be designated by the Governor as President of the Commission. Terms, six years. Annual salaries, President, $12,000; others, $10,000. Duties: Investigation and examination of methods of assessment within the State and advice and direction of assessors and other assessing officials; furnishing local assessors with information and instructions to aid in making assessments; assessment and collection of taxes on corporate franchises and franchise tax on manufacturing and mercantile corporations; administration of stock transfer tax, assessment and collection of inheritance taxes; assessment and collection of personal income taxes; valuation of special franchises; supervision, investigation and apportionment of mortgage taxes; registration of all motor vehicles and licensing of all chauffeurs and operators; licensing real estate brokers and salesmen; licensing publie billiard and pocket billiard rooms.

Head, Industrial Commissioner. Appointed by the Governor. Term, four years. Salary, $8,000. Administrative head of the Department of Labor; appoints all officers and employees; administers the Labor Law and Workmen's Compensation Law except in so far as the power of The Industrial Board to review orders and determine compensation claims is concerned. Has charge of all factory, mercantile and other inspections; proposes industrial code rules; conducts research investigations; collects and compiles labor statistics; administers the State Insurance Fund; directs the industrial relations of the Department, including employment, mediation and arbitration and

aliens.

The Industrial Board consists of three members appointed by the Governor, who designates one as chairman. Terms, six years, except except original appointees. Salaries, $8,000 each. The Board hears and determines all claims for workmen's compensation, reviews decisions of referees and orders of the Industrial Commissioner. Has power to grant variations from the Labor Law and Industrial Code and to make, amend or repeal rules and regulations for industry, which rules have the force and effect of law.

SUPERINTENDENT OF PUBLIC WORKS.* Capitol, Albany.

[Art. 5, Sec. 3, of the Constitution.]

Appointed by the Governor, holding office until the end of the term of the Governor by whom named, and until a successor is appointed and qualified. Annual salary, $10,000.

Duties: The execution of all laws relating to the repair and navigation of the canal system, and also such as relate to construction and improvement of the canals, except such as is confided to the State Engineer and Surveyor. The Superintendent is also charged with the progress of public improvements, authorized by special acts of the Legislature, and the expenditure of funds provided for the same. Administers the provisions of the Navigation Law on the inland waters. Has control over all terminals on the canal system. Reports annually to the Legislature. Is a member of the Canal Board. He has authority to name a deputy and not more than three assistant superintendents.

*Under chapter 867, Laws of 1923, effective July 1, there is transferred to the Department of Public Works all the powers and duties of the Commission on Boundary Waters between the United States and Canada, of the State Department of Highways, of the Interstate Bridge Commission, of the Trustees of Public Buildings and of the Superintendent of Public Buildings, After July 1 the department will have a Bureau of Canals, a Bureau of Highways, and a Bureau of Public Buildings.

The head of the department is the Superintendent of Public Works, receiving an annual salary of $12,000. The head of the Bureau of Canals will be known as the Commissioner of Canals and Waterways, appointed by the Superintendent of Public Works, and receiving an annual salary not exceeding $10,000.
