COMMONWEALTH OF VIRGINIA,

BUREAU OF LABOR AND INDUSTRIAL STATISTICS,
COMMISSIONER'S OFFICE,

RICHMOND, VA., September 1, 1916.

To His Excellency, HENRY C. STUART,

DEAR SIR:

Governor.

I herewith transmit the nineteenth annual report of this bureau, as required

by law.

Very respectfully yours,

James 13. Doherty,

Commissioner.

INTRODUCTION

The manufacturing industries of Virginia manifested during 1915 a rapid recovery from the great slump of 1914. The total value of the product of fifty-two industries was $247,630,135.54, which was a net gain over the year 1914 of $35,213,139.15. These figures show the greatest gain ever made from one year to another, and also the highest total ever recorded for Virginia.

The number of plants reporting was 2,569, a decrease from 1914 of five. The greatest increase was for miscellaneous industries, with the iron and machinery trade a good second. Tanneries also showed a large increase.

Among the industries whose totals show decreases from the previous year, the saw mill trade was heaviest sufferer, with tobacco stemmers and rehandlers a close second.

After the statistical matter relating to manufactures there will be found a report upon the operations of the bureau with regard to factory and mine inspection, and also the prosecutions maintained by the bureau for violations of the various statutes made for the protection of wage

earners.
