The House has passed the following bill:

H. No. 53; For the relief of Timothy Gray.

The following bills have been introduced into the House and read the first time:

H. No. 69; To continue the office of county surveyor and define his duties.

H. No. 70; To require supervisors of roads to make temporary repairs to bridges over the canals of this State.

H. No. 72; To authorize the sale of section sixteen, in Crawford township, Wyandott county, Ohio.

H. No. 73; To divorce Horace P. Dunbar from his wife Mary Ann Dunbar.

Mr. Lewis, pursuant to notice, moved to amend the standing rules of the Senate, by adding thereto the following:

"39. When the reading of a paper is called for, and the same is objected to by any member, it shall be determined by a vote of the Senate:" which,

Was laid upon the table.

On motion of Mr. Ewing,

The Senate took a recess.

On motion of Mr. Claypool,

The rule offered by Mr. Lewis to the standing rules of the Senate was taken up.

Mr. Archbold moved to lay said rule upon the table, and upon that question he demanded the yeas and nays, which were ordered, and resulted-yeas 17, nays 19, as follows:

YEAS-Messrs. Ankeny, Archbold, Blocksom, Byers, Burns, Cronise, Emrie, Evans, Ewing, Graham, King, Olds, Reemelin, Scott, Spindler, Wheeler, and Winegarner-17.

NAYS-Messrs. Backus, Beaver, Bennett, Claypool, Corwin, Eaton, Haines, Hamilton, Hastings, Hopkins, Horton, Johnson, Judy, Kendall, Lewis, Randall, Stutson, Wilson and Speaker-19.

So the motion was lost.

Mr. Burns moved to amend the rule by striking out the word "vote," and inserting the words "a majority of two thirds;" on which motion he demanded the yeas and nays, which were ordered, and resulted-yeas 17, nays 19, as follows:

YEAS-Messrs. Ankeny, Archbold, Blocksom, Byers, Burns, Cronise, Emrie, Evans, Ewing, Graham, King, Olds, Reemelin, Scott, Spindler, Wheeler, and Winegarner-17.

NAYS-Messrs. Backus, Beaver, Bennett, Claypool, Corwin, Eaton, Haines, Hamilton, Hastings, Hopkins, Horton, Johnson, Judy, Kendall, Lewis, Randall, Stutson, Wilson, and Speaker-19.

So the motion was lost.

Mr. Reemelin moved to amend said rule as follows:

"Provided that this rule shall not apply to any bills or resolutions." And upon that question he demanded the yeas and nays, which were ordered, and resulted-yeas 17, nays 19, as follows:

YEAS-Messrs. Ankeny, Archbold, Blocksom, Byers, Burns, Cronise, Emric, Evans, Ewing, Graham, King, Olds, Reemelin, Scott, Spindler, Wheeler and Winegarner-17.

NAYS-Messrs. Backus, Beaver, Bennett, Claypool, Corwin, Eaton, Haines, Hamilton, Hastings, Hopkins, Horton, Johnson, Judy, Kendall, Lewis, Randall, Stutson, Wilson and Speaker-19.

So the amendment was lost.

Mr. Olds moved to amend said rule by the addition thereto of the following:

"Provided, nothing in this rule shall be so construed as to prevent Senators from reading papers in argument according to parliamentary usage."

Upon which question Mr. Archbold demanded the yeas and nays, which were ordered, and resulted-yeas 22, nays 11, as follows:

So the amendment was agreed to.

The question then being upon the adoption of the rule as amended, Mr. Reemelin demanded the yeas and nays, which were ordered, and resulted-yeas 19, nays 17, as follows:

YEAS-Messrs. Backus, Beaver, Bennett, Claypool, Corwin, Eaton, Haines, Hamilton, Hastings, Hopkins, Horton, Johnson, Judy, Kendall, Lewis, Randall, Stutson, Wilson and Speaker-19.

So the rule as amended was adopted.

Mr. Hastings, on leave, from the select committee to which the subject was referred, reported back House bill No. 49, to change the name of Richmond Classical Institute of Jefferson county, recommending its passage.

Ordered to be read the third time on tomorrow.

Mr. Randall, from the committee on Corporations, on leave, reported back House bill No. 29, an act to amend an act entitled an act to incorporate the city of Columbus, in the State of Ohio, with amendments; which were agreed to.

Ordered that the amendments be engrossed and said bill be read the third time tomorrow.

The House has also passed the following joint resolution of the Senate with an amendment:

Relative to the quadrennial apportionment and districting of the State for the election of Senators and Representatives.

Mr. Wilson gave notice that he would ask leave, on tomorrow or some subsequent day of the present session, to introduce a bill providing for taking the vote of the electors of this State, at the next annual election, for and against calling a convention to alter or amend our present State constitution.

Mr. Lewis presented the petition of the school examiners of Ashland county, and of 64 teachers, connected with the Teachers' Institute in said county, praying the passage of an act authorizing the county commissioners to appropriate money from the county school fund for the expenses of a Teachers' Institute in said county.

Referred to the committee on Schools and School Lands.

Mr. Hopkins presented the petition of Henry Foster and 57 others, citizens of Hamilton and Warren counties, asking an amendment to the charter of the Cincinnati, Montgomery, Hopkinsville, Rochester and Clarksville Turnpike Company.

Referred to the committee on Railroads and Turnpikes.

Mr. Eaton presented the petition of H. R. Miller and 239 others, of Knox county, praying to have Benjamin H. Taylor elected associate judge of said county of Knox.

Mr. Olds, from the committee on Finance, reported back H. No. 37; An act to levy a tax upon the town of Lancaster, to pay the indebtedness of Lancaster school district No. 1, in Hocking township, Fairfield county, recommending that it be read the third time on Monday.

Mr. Horton, from the committee on Railroads and Turnpikes, reported back S. No. 26; To authorize the Cincinnati, Montgomery, Hopkinsville, Rochester and Clarksville Turnpike Company to extend the road of said company to Walnut Hills.

On motion of Mr. Hopkins,

Said bill was laid upon the table.

Mr. Spindler, from the committee on Schools and School Lands, reported back S. No. 21; To repeal section 35 of the law regulating common schools, passed March 7, 1838, recommending its indefinite postponement; which was agreed to.

Mr. Wilson, from the select committee to which the subject was referred, reported back S. No. 20; To secure the returns of the statistics of common schools, with amendments.

On motion of Mr. Johnson,

Said bill, with the amendments, was laid upon the table and ordered to be printed.

Mr. Ewing offered for adoption the following preamble and resolutions, which were agreed to:

Whereas, intelligence has been received that many of our fellowcitizens, residing in Cincinnati and other places within this State, have suddenly, and without any warning whatever of the calamity which has befallen them, been deprived of their means of support, and driven from their homes at this inclement season of the year, in consequence of the present almost unprecedented and destructive flood of the Ohio river and many of its tributaries, presenting a scene of unparalleled destruction and suffering; therefore, Resolved, That the standing committee on Finance be instructed to inquire into the expediency of reporting a bill which shall provide for the extension of the time allowed by law for the payment of
