With this done, our great wealth, both public and private, can be extended overseas to countries in need, to the end that they may be rehabilitated and re-established. mestic credits and foreign credits are alike in importance, because both contribute to the ultimate end sought, and also for the reason that, in the final analysis, 90 per cent of our commerce is internal and we must use some of the profits of this internal business for our foreign operations.

We must face the future with practical optimism, and I sincerely hope that you, as practical men, will give serious thought to the question of foreign finance because the adequate working out of the future of the world depends upon a broad, liberal and constructive viewpoint of the United States upon this vital subject.

Among the Lawyers

W. C. Carson, of Lusk, Wyoming, has been admitted to practice in the Supreme Court of Indiana and Wyoming, also the Federal District Court for the district of Indiana. He is secretary of the Niobrara County Bar Association.

Claude C. Wild will give all matters referred to him prompt attention at Cisco, Texas, a very prosperous town.

Dissolution of the old firm of Wilson & Carr took place in July last, Mr. Wilson having withdrawn from the practice of law. Harvey F. Carr and Walter R. Carroll are now conducting offices under the style of Carr & Carroll.

Lincoln H. Titus, member of the Michigan Bar for the post 35 years, and Albion B. Titus, formerly Judge of the Municipal Court, Kalamazoo, Mich., have formed a partnership under the firm name of Titus & Titus, for the general practice of law in all Federal and State courts, at 303 Hanselman building, Kalamazoo, Mich.

Pliny W. Marsh and Claude H. Stevens announce the opening of law offices under the firm name of Marsh & Stevens, 519 Book building, Detroit, Mich.

Frank L. Rowland, who has for the past seventeen years been engaged in commercial work at Sioux Falls, South Dakota, has associated himself with Keith's Law Offices, and will give his undivided attention to adjustments and collections, extending most efficient service.

George W. Vorys, having recently returned from over-seas service, has reopened his office for the practice of law and collection business at Lancaster, Ohio.

This is to announce that C. N. Walker, Waynesboro, Georgia, has resumed the practice of law, after being discharged from the army and relieved from duty as Assistant Special Representative of the Secretary of War.

Morey N. Dunn, formerly of Tampa, Fla., has removed to South Jacksonville, Fla.

Connine & Connine, Muskegon, Mich., have removed their offices to larger and more modern quarters in the New Union National Bank Building. This firm also has offices at Traverse City.

CORRECTING A HUSBAND.

A colored woman went to a magistrate the other day to complain of the conduct of her husband, who, she said, was a low down, worthless, trifling fellow. After listening to the long recital of the delinquencies of her neglectful spouse and her efforts to correct them, the magistrate said:

"Have you ever tried heaping coals of fire upon his head?"

"No," was the reply, "but I done tried hot water."

ERROR IN PROCEDURE.

Sergeant Williams, the compiler of Williams' Saunders' Reports, was accustomed to spend his week ends at his place in the suburbs of London.

The crudite sergeant drove a horse which always balked upon passing under Temple Bar, and the irreverant youth of the bar were wont to say that it was passing strange that the horse of so learned a man should always demur when he should have gone to the country.

A celebrated jurist known for his brilliancy of mind rather than his Apollo-likeness, was handing out cigars in honor of the arrival of a little heir. Congratulations poured in, callers innumerable came. The proud, happy father (and jurist) announced that it was a fine, healthy boy and the very picture of himself. Whereupon one of the callers said, "Oh, well, what's the harm, so long as the child is healthy?"

The following scale of fees for collections has been adopted by the Commercial Law League of America, and is considered fair by the American Legal News:

These rates apply to claims collected without suit. Fees for litigated cases should be arranged for in advance, and no suits should be started unless ordered by the clients, except in cases where immediate action is necessary to protect their interests and in which there is not time to get telegraphic advice.

In exchanging business among attorneys it is customary for the forwarder to receive one-third of the collection fee, the local attorney retaining two-thirds.
