SECTION 7. That the said Board of Trustees, as soon as practicable after their organization, shall proceed to select a location location. for the South Carolina Industrial and Winthrop Normal College. They shall see that the bids for the location of the institution are fully secured, and shall give notice for thirty days in three newspapers published in this State before finally locating said institution. SEC. 3. That Section 14 of said Act be amended by striking out the proviso at the end of said Section 14. So that said Section 14 when thus amended shall read as follows:

SECTION 14. That the Trustees of the said South Carolina Industrial and Winthrop Normal College be authorized to make a requisition on the Superintendent and Board of Directors of the State Penitentiary for as many as one hundred able-bodied convicts, if so many be required, for the purpose of working them in the erection (of buildings) for said college, and the said Superintendent and Board of Directors of the Penitentiary are hereby required to furnish the number of convicts so requested, if on hand in the Penitentiary.

SECTION 15. That said Act be, and the same is hereby,
amended by striking out the words "The South Carolina Indus-
trial and Winthrop Normal College" wherever the same occurs
in the said Act and inserting in lieu thereof the words "the
Winthrop Normal and Industrial College of South Carolina; "
so that the said college shall be known and called hereafter "The
Winthrop Normal and Industrial College of South Carolina."
And that the change of name of said institution as herein set
forth shall in no wise invalidate any securities issued in aid of
the same.

And that Section 15 be changed to Section 16.

SECTION 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That Section 14 of an Act entitled "An Act to provide for the redemp-4. 4. 1893, tion of that part of the State debt known as the Brown Consol amended, and Bonds and Stocks by issue of other bonds and stocks," approved December 22d, A. D. 1892, shall be held and construed as intending and meaning to exempt, and as exempting, from all State, County, township, municipal or other taxation, not only so much of the capital stock or funds of any bank, banking association or other corporation of any nature or kind located within this State as is or shall be invested in the new bonds and stocks, or either of them, the issue of which is provided for in said Act, but also the shares of stock in the hands of individual holders as shall be in proportion to the amount of such capital stock so invested and represented by said shares and certificates of stock. SECTION 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That from and after the first day of January, 1895, all Acts, parts of Acts clause. or Sections of the General Statutes relating to the election, duties, powers and rights of County Commissioners be, and the same are hereby, repealed, except such special Acts, parts of Acts or Sections of the General Statutes as have heretofore conferred special powers and privileges upon the County Commissioners of any County, which said duties are devolved upon the County Supervisor and County Board of Road Commissioners hereinafter provided.

SEC. 3. The County Supervisor so elected shall, before entering upon the duties of his office, execute a bond for the use of the County, with three or more sufficient sureties, for the faithful performance of his duties, in the penal sum of five thousand dollars, said bond to be approved in manner the same as now provided for bonds of County Auditors and Treasurers.

SEC. 12.
