That the sum of five thousand two hundred and fifty dollars, if so much be necessary, be, and the same is hereby, appropriated for the scholarships provided by law for the South Carolina Industrial and Winthrop Normal College for the scholastic year beginning in September, 1894, and ending in June, 1895. 6. For the salaries of the expert teachers in the South Carothrop Normal lina Industrial and Winthrop Normal College, and for increased expenses incident to the full operation of the two years' course of study, ten thousand dollars.

For the purposes of an Act entitled "An Act to provide for the payment of water used in the public institutions of the State 17 Stat., 944. located in Columbia," approved February 9th, 1882, two thousand dollars, to be paid on the warrant of the Comptroller-General, issued in accordance with the provisions of said Act.

For defraying the expenses of the continuance of the consolidation of the bonded debt of the State, as provided by law, one thousand dollars, if so much be necessary, to be paid on the application of the State Treasurer, upon the warrant of the Confederate Comptroller-General; to pay Judge J. B. Kershaw and his clerk for superintending and preparing the Confederate rolls and a sketch of the historic incidents pertaining to the civil war, thirteen hundred dollars.

To pay the claims passed by the General Assembly at this, its regular session of 1893, three thousand dollars, if so much be necessary, to be paid by the State Treasurer upon the warrants of Revision of the Comptroller-General; for the salary of J. E. Breazeale, Commissioner to revise the Statutes of the State, for the completion of the revision and superintending the printing thereof, five hundred dollars.
