Notwithstanding any other provision of law the monies hereby appropriated shall be allocated by the director of the budget subject to the provisions that no additional inmates shall be housed in the Watertown correctional facility until adequate water supply and distribution systems shall be assured in accordance with state health department requirements without waiver, nor until an adequate sewage disposal system shall be assured to meet expanded requirements and an amended state pollutant discharge elimination system permit shall have been issued without waiver; that the facility designation remain medium security; and that all new construction at the facility be located in a direction east of existing facility buildings ...
