New Facilities Purpose

The appropriation made by chapter 56, section 3, of the laws of 1983, as amended by chapters 712 and 713, of the laws of 1983, and as reappropriated by chapter 54, section 3, of the laws of 1984, and as supplemented by certificate of transfer issued pursuant to the provisions of section 93, of the state finance law, as amended, is hereby amended and reappropriated to read: The costs of studies, site acquisition, planning, design, construction, reconstruction, equipment, renovation and development of correctional facilities limited to those sites specified in the following schedule: (02964207) .. .(re. $181,984,000)

Amounts included within the appropriation, subject to the approval of the director of the budget, may be apportioned to the New York state office of general services to accomplish the purposes of the appropriation.

CAPITAL PROJECTS

The appropriation made by chapter 54, section 1, of the laws of 1983, and chapter 54, section 3, of the laws of 1984, is hereby amended and reappropriated to read: Acquisition of property, alterations and improvements, site preparation including road and highway construction, construction, furnishing and equipment to provide housing and support services for approximately 290 additional inmates at the Watertown correctional facility. Notwithstanding any other provision of law the monies hereby appropriated shall be allocated by the director of the budget subject to the provisions that no additional inmates shall be housed in the Watertown correctional facility until adequate water supply and distribution systems shall be assured in accordance with state health department requirements without waiver, nor until an adequate sewage disposal system shall be assured to meet expanded requirements and an amended state pollutant discharge elimination system permit shall have been issued without waiver; that the facility designation remain medium security; and that all new construction at the facility be located in a direction east of existing facility buildings ... To supplement the appropriation in chapter 54, section 1, of the laws of 1979, for:
