I, O. K. SHANNON, Secretary of State of the State of Texas, do hereby certify that the foregoing laws and resolutions, passed at the regular session of the Twenty-ninth Legislature, have been carefully examined and compared by me with the original enrolled bills now on file in this Department, and are true copies of said original enrolled bills.

I do hereby further certify that the Twenty-ninth Legislature convened in the City of Austin on the tenth day of January, A. D. 1905, and adjourned on the fifteenth day of April, A. D. 1905.

PROCLAMATION.

I, S. W. T. Lanham, Governor of the State of Texas, by virtue of the authority vested in me by the Constitution, do hereby call a special session of the 29th Legislature to convene in the City of Austin, Texas, beginning at three o'clock post meridian, Saturday, April 15th, 1905, for the following purposes, to-wit:

1. To increase the ad valorem tax rate for the present and succeeding years in order to raise the necessary additional revenue to pay the debts and defray the expenses of the State Government.

2. To make appropriations for the support of the State Government and for the public service for the fiscal years beginning September 1, 1905, and ending August 31, 1907.

In Witness Whereof, I have hereunto set my hand and caused the Seal of State to be affixed at Austin, Texas, this the fifteenth day of April, A. D. 1905.

APPROPRIATIONS-TO DEFRAY CONTINGENT EXPENSES OF THE FIRST CALLED SESSION OF THE TWENTY-NINTH LEGISLATURE.

An Act making an appropriation to defray the contingent expenses of the first called session of the Twenty-ninth Legislature of the State of Texas, convened April 15th 1905 by the proclamation of the Governor.

Be it enacted by the Legislature of the State of Texas:

SECTION 1. That the sum of ten thousand dollars, or so much thereof as may be necessary is hereby appropriated out of any money in the State Treasury, not otherwise appropriated, to pay the contingent expenses of the first called session of the Twenty-ninth Legislature, convened April 15th, 1905, by the proclamation of the Governor, and that the approval by the Chairman of the Committee on Contingent Expenses of either House as the case may be, shall be sufficient authority to authorize the Comptroller to issue his warrant on the State Treasurer for the payment of any account so drawn against said fund.

SECTION 2. That the public importance of the object herein contemplated creates an imperative public necessity and emergency fully authorizing the suspension of the constitutional rule, requiring bills to be read on three several days in each House and said rule is hereby suspended and that this Act take effect and be in force from and after its passage, and it is so enacted.

[NOTE.-The enrolled bill shows that the foregoing act passed the Senate by a two-thirds vote, yeas 21, nays 0; and passed the House of Representatives by a two-thirds vote, yeas 107, nays 0.]

An Act making appropriation to pay per diem pay of members and per diem pay of officers and employes of the first called session of the twenty ninth Legislature of the State of Texas, convened April 15th 1905 by proclamation of the Governor.

Be it enacted by the Legislature of the State of Texas:

SECTION 1. That the sum of thirty three thousand dollars, or so much thereof as may be necessary, be, and the same is hereby appropriated out of any money in the State Treasury, not otherwise appropriated, for the payment of per diem pay of members and per diem pay of officers and employes of the first called session of the Twenty ninth Legislature.

SECTION 2. The certificate of the Secretary of the Senate approved by the President thereof, or of the Chief Clerk of the House approved by the Speaker thereof shall be sufficient evidence to the Comptroller upon which he shall audit the claims and issue the warrants upon the Treasurer for the respective amounts.

SECTION 3. Whereas, the first called session of the Twenty ninth Legislature is now in session and public policy requires their payment; Therefore an imperative public necessity exists that the constitutional rule requiring bills to be read on three several days be suspended, and it is so suspended, and that this Act shall take effect from and after its passage, and it is so enacted.

JACKSONVILLE INDEPENDENT SCHOOL DISTRICT-
CREATING SAME.
CHAPTER 3.

H. B. No. 12.]

An Act creating the Jacksonville Independent School District, in Cherokee County, Texas, and defining its boundaries; providing for the election of a board of trustees to manage and control the public free schools in said district; defining the duties, powers and rights of said board of trustees; providing for the election by said board of trustees of all necessary officers and committees, and fixing their compensation; authorizing the board of trustees of said district to levy and collect taxes for the purchase or construction of school buildings and the purchase of sites therefor, and to issue bonds for said purpose; and to levy, assess and collect taxes for the support and maintenance of the public schools of said district; providing for the assessment and collection of the taxes of said district; providing for the collection for account of said Jacksonville Independent School District of the 20 cent tax levied for the years 1904 and 1905 upon the property within said district, and ordering paid to said district so much of the collection of said taxes as is now on hand; vesting in said district the title to all property within common school district No. 46, in Cherokee County, Texas,
