described and mentioned in Section one (1) hereof is leased, such lease shall run for any number of years as is acceptable to the United States of America, and may be extended from time to time by the Governor of the State of Oklahoma. Appropriation. Section 4. There is hereby appropriated out of any money in the State Treasury, not otherwise appropriated, the sum of One Thousand ($1,000.00) Dollars, or so much thereof as may be necessary, to be expended under the direction of the Governor for the purpose of paying freight on captured war material apportioned to the State of Oklahoma by the War Department of the United States Government. Approved March 24, 1924. CHAPTER 72. SENATE BILL NO.125. Mutual Fire Insurance Associations. An ACT to amend Sections 6909 and 6920, Chapter 51, Article 10, Compiled Oklahoma Statutes of 1921, relating to farm mutual fire insurance associations. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: Mutual Fire Insurance Associations-May Form When. Section 1. That Section 6909, Chapter 51, Artice 10, Compiled Oklahoma Statutes of 1921, be, and the same is hereby amended to read as follows: "Section 6909. Any fifty or more persons of lawful age, who shall be resident, bona fide farmers, and collectively shall own property of not less than Twenty-Five Thousand ($25,000.00) Dollars, which they desire to have insured, may associate themselves together for the purpose of insuring any or all farm property located in this State, in a territory not exceeding six (6) counties, as provided in this Act, against loss by fire and lightning, and they may assess upon and collect from each other such sums of money as from time to time may be necessary to pay losses occurring from fire and lightning, to insure members of such associations; the assessment and collection of such sums of money shall be prescribed and regulated by the by-laws of such Association." Same-Extension of Membership. Section 2. That Section 6920, Chapter 51, Article 10, Compiled Oklahoma Statutes of 1921, be, and the same is hereby amended to read as follows: "Section 6920. Nothing in this Act shall prevent the membership of any association from being extended from one county to another; provided, the said County, into which said membership is extended, shall join and be adjacent to the County where said association has its principal place of business, and shall not cover a territory greater than six (6) counties, nor shaii anything in this Act be construed to repeal or conflict with any law of this State controlling mutual insurance companies engaged in writing risks in this State in a greater territory than that prescribed in this Act." Approved March 22, 1924. CHAPTER 73. SENATE BILL NO. 126. Confederate Pension Department. AN ACT making supplementary appropriation for the Confederate Pension Department for the fiscal years ending June 30th, 1924, and June 30th, 1925, and declaring an emergency. Approved March 21, 1924. CHAPTER 74 SENATE BILL NO. 128. Refund To County Treasurer of Mayes County. AN ACT making an appropriation to refund to the County Treasurer of Mayes County, Oklahoma, for monies erroneously paid to the State on account of care by the State of insane persons in the East Oklahoma Hospital for Insane at Vinita, Oklahoma, and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: Appropriation. Section 1. There is hereby appropriated out of any monies in the General Fund of the State Treasury, not heretofore appropriated, the sum of Eight Hundred, Eighty-One Dollars and Eighty-eight Cents ($881.88), to be by the State Treasurer, paid to the County Treasurer of Mayes County, Oklahoma, to reimburse said Mayes County, Oklahoma, for moneys erroneously expended for transportation of, and for care and maintenance of, Lewis Mann and Oscar Cobb, in the East Oklahoma Hospital for Insane, at Vinita, Oklahoma, such sum having been erroneously paid to the State of Oklahoma. Emergency. Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval. Approved March 14, 1924. CHAPTER 75. SENATE BILL NO. 136. County Treasurers—Deputies. AN ACT authorizing the County Treasurer in all Counties of this State, having a population of not less than 41,100, and not more than 41,110, according to the last preceding Federal Decennial Census of 1920, to employ certain deputies, fixing the salary of said deputies, repealing all Acts or parts of Acts in conflict herewith, and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: County Treasurer-Deputies-Salaries. Section 1. From and after the passage and approval of this Act, in all Counties in the State of Oklahoma, having a population of not less than 41,100, and not more than 41,110, as shown by the last preceding Federal Decennial Census, the County Treasurer of such county is hereby authorized and empowered, by and with the consent of the Board of County Commissioners, to appoint and employ a Chief Deputy, at a salary of not exceeding One Hundred Fifty ($150.00) Dollars per month, and three deputies at not to exceed One Hundred Twenty-five ($125.00) Dollars per month, each. That whenever in the opinion of the County Treasurer, during any emergency period when additional clerical help is necessary and needed in his office, he is hereby authorized, by and with the consent of the Board of County Commissioners, to appoint two additional deputies at not to exceed One Hundred ($100.00) Dollars, each, per month, for a period not exceeding six months in any one year. Such salaries to be paid monthly out of the County Treasury by order of the County Commissioners. Repealing Clause. Section 2. All Acts and parts of Acts in conflict herewith are hereby repealed. Emergency. Section 3. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval. Approved March 14, 1924. CHAPTER 76. SENATE BILL NO. 140. Automobile License Tax-When Delinquent. AN ACT setting a date on which automobile license tax becomes delinquent and providing a penalty for such delinquency, directing the sheriff of each. county to seize automobiles, directing and authorizing the sheriff to take and sell motor driven vehicles to collect the tax, penalties and costs accruing, repealing all laws in conflict herewith, and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: Motor Vehicle License-When Delinquent. Section 1. Any person, firm, association or corporation failing or refusing to file application for motor vehicle license on or before March 31st, of each year, shall be deemed delinquent and shall have a penalty of ten cents (10c) per day added to the license fee for every day after March 31st, until paid, but said penalty shall not in any event exceed the amount of the license fee. Sheriff Duty. Section 2. It shall be the duty of the Sheriff of each County in this State on and after the first day of August in each year, to seize all motor driven vehicles not bearing and displaying a current year license tag, as provided by statute. Same-Sale of Vehicle. Section 3. In the event the owner of any motor driven vehicle shall refuse to pay the delinquent taxes and penalties, as provided in this Act, it shall be the duty of such officer to take possession of such motor driven vehicle and sell the same under the same process as other personal property is sold for taxes and shall be allowed the same fees as any other officer may receive for a like sale, and all residue, if any, shall be returned to the owner of said car sold. Repealing Clause. Section 4. All Acts and parts of Acts in conflict herewith, are hereby repealed. Emergency. Section 5. It being immediately necessary for the preservation of the public peace, health, and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval. Approved March 21, 1924. CHAPTER 77. SENATE BILL NO. 143. Capitol Buildings and Grounds AN ACT providing for the Construction and Improvement for the Capitol Building and grounds, providing for the administration of Construction Operations, making Appropriations therefor, and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: Governor-State Board of Public Affairs. Section 1. That the Governor and the State Board of Public Affairs are hereby directed and authorized to have detailed plans, specifications and estimate of cost prepared, and to advertise for proposals and to award contracts for the construction of improvments to the Capitol building and the grounds and streets in Capitol Park at the State Capitol; said improvements to be in accordance with the approved Kessler plan. Appropriation. Section 2. For the purpose of carrying out the provisions of this Act, there is hereby appropriated out of any money in the State Treasury, not otherwise appropriated, or so much thereof as is necessary to complete said work, the sum of One Hundred and Fifty Thousand ($150,000.00) Dollars, to construct improvements, approximately estimated as follows: For completing granite works on entrances and placing tile; For improving Capitol Park; and for improving 23rd Street from West Capitol square to Santa Fe underpass, being improvements on State's side of road only, One Hundred and Fifty Thousand ($150,000.00) Dollars. Emergency. Section 3. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval. Approved March 17, 1924. CHAPTER 78. SENATE BILL NO. 144. Appropriation For State Election Board. A BILL making an appropriation to reimburse the funds of the State Election Board on account of expenses of the Special Election held October 2nd, 1923. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: Appropriation. Section 1. There is hereby appropriated out of the funds in the State Treasury, not otherwise appropriated, the sum of Twelve Thousand, Five Hundred ($12,500.00) Dollars to reimburse the "Contingent fund for extra help and for purposes specified under |
