Free Fair Association Buildings AN ACT authorizing County Commissioners in Counties of not less than 33,940 population and not more than 33,950 population, to erect, repair and construct additions to buildings for the purpose of conducting Free Fair Associations, authorizing the levy of a tax therefor, and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA : County Commissioners-Free Fair Association Buildings. Section 1. The County Commissioners of all Counties in the State of Oklahoma, having not less than 33,940 population and not more than 33,950 population, according to the 1920 Federal Census, are hereby authorized to include in the estimate of the County Budget for any fiscal year, a sum not in excess of one-fifth (1/5) of one (1 M) mill on the assessed value of all property in said County for any such year for the erection, repair and additions to live stock or exhibition buildings on the grounds of the free fair association of such County, and the County Excise Board is authorized to levy a tax therefor, in addition to the maximum levy allowed by law, for the support of County Government. Emergency. Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall be in full force and effect from and after its passage and approval. AN ACT amending Section 3, of Chapter 233, House Bill No. 485, Session Laws, 1923, relating to the execution of Construction Bonds, and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: Bonds-Contracts. Board of Affairs. Section 1. That Section 3, of Chapter 233, House Bill No. 485, Session Laws, 1923, be, and the same is hereby amended to read as follows: "Section 3. Provided, that before any contract shall be let for the construction or repairing of any building specified in this section, the contractor shall file with the Board of Affairs, a surety bond in the sum of not less than Seventy-five (75%) per cent of the contract price for the construction or repairing of said building, conditioned that the said building shall be built or repaired according to the plans and specifications furnished by the State, and that the labor and material furnished shall be in accordance with the terms and specifications of the contract. Said bonds to be payable to the State of Oklahoma and shall run for a period of three years. "No officer or agent in the State of Oklahoma shall have authority to release the liability on said bond, and suit may be brought for defects in said building or repairs or in equipment furnished, to be filed at any time within three years from the date of acceptance of the building. "If any officer or board of the State shall make any such building or repair contract without first requiring the said bond, he shall be subject to impeachment and removal from office." Emergency. AN ACT changing the name of the Miami School of Mines, Located at Miami, Oklahoma, to the Northeastern Oklahoma Junior College, fixing the course of study at said college, repealing all Acts in conflict herewith, and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: Miami School of Mines-Change of Name. Section 1. The Miami School of Mines, located at Miami, Oklahoma, shall, on and after July 1, 1924, be known as the Northeastern Oklahoma Junior College. Same-Rules and Regulations. Section 2. The Board of Regents shall enact rules and regulations for the management of the Northeastern Junior College, elect administrative officers and the requisite number of employees, and fix salaries and the tenure of office, and shall have charge of the expenditures of all moneys appropriated for said Northeastern Junior College, except that the purchasing the fuel, placing of insurance and the erection of new buildings shall be done by the State Board of Public Affairs; provided, the total amounts so expended shall be designated by the Board of Regents, unless the Legislature has appropriated specific sums for said purposes; and provided, further, that no contract for new buildings shall be entered into by the said State Board of Public Affairs until the Board of Regents of said Northeastern Oklahoma Junior College has in writing, approved the plans and specifications for the erection of said buildings. Board of Regents—Subjects of Study. Section 3. The Board of Regents of the Northeastern Oklahoma Junior College shall determine the subjects of study, which shall be subject to approval of the Board of Regents of the University of Oklahoma, and shall be limited to those suitable for the first two years above high school graduation, except that field courses in mining and geological engineering for advanced students in the College of Engineering of the University of Oklahoma may be maintained. The subjects of study authorized for the Northeastern Oklahoma Junior College, shall be those designed to serve best those students who do not expect to continue beyond junior college work and the professional school of the University of Oklahoma or other institutions of higher learning.
