10. Meetings.] The regular Stated meetings of the City Council of the City of Peoria shall be held in the council chamber at the city hall, or at such other place in the City of Peoria as the Council may provided, on each and every Tuesday of each calendar month, except when the time for such meeting may happen to be a public holiday, in which case the Council shall meet on the next day following; all regular meetings of the City Council shall be convened at 8:00 o'clock p. m., unless otherwise ordered by the Council. An adjourned meeting may be held for the purpose of completing the unfinished business of a regular meeting at such time or times as may be determined by the Council.

11. Special Meetings.] Special meetings of the City Council may be called by the Mayor or any three Aldermen; the call of any such special meeting shall be in writing, signed by the Mayor, or at least three Aldermen, stating the object and purposeof such meeting, and the time of holding the same, and shall be filed with the City Clerk; notice in writing, stating the object and purposeof such special meeting and the time and place of holding the same, shall be issued by the City Clerk under his hand, and shall be served under the direction of the Superintendent of the Police upon each member of the Council, personally, or by leaving the same at the usual place of abode of any member not personally served; but no business shall be transacted at any special meeting, except such as the meeting was called for and notification given thereof.

12. Non-Attendance.] If any member of the City Council shall absent himself from any meeting of the same, or depart therefrom before adjournment of any meeting of the council, unless he be excused by the Mayor, he shall be subject to a deduction of his pay for such meeting.

13. Committees.] The Standing Committees shall consist of three members each, to be appointed by the City Council, and shall be as follows:

Finance.

Claims and Accounts.

Streets, Alleys and Bridges.

Sewers, Sidewalks and Crossings.

Railroads and Harbor.

Fire and Water.

Police and Judiciary.

Public Grounds and City Property.
Markets and City Scales.

Lights and Lamps.

Printing.

Licenses.

Water Works.

14. Attaching Papers to Report.] Every committee of the City Council, in reporting on a subject referred to them, shall attach to their report all papers or documents, in the possession of the committee, relative to the matters referred.

15. Aldermen-Compensation.] The compensation to be paid Aldermen for their services is hereby fixed at the sum of three dollars to each Alderman for each meeting of the City Council actually attended by him, and no other compensation shall be allowed to any alderman for any services whatever.

16. City Clerk-Duties of.] The City Clerk shall, exofficio, be Clerk of the Town of the City of Peoria, and shall

in addition to the duties now imposed upon him by law, perform the following duties:

He shall issue notices to the members of the City Council when directed so to do by that body; also to the members of the different committees, and to all persons whose attendance is required before any committee, when directed so to do by the chairman of such committee, and shall also issue notices. of special meetings of the City Council.

He shall sign and attest with the corporate seal all licenses granted under the ordinances of the city, and shall keep a record of the issuance thereof.

He shall, without delay, deliver to the officers of the city and to all committees of the City Council, all resolutions and communications referred to those officers or committees of that

body.

He shall at the end of each day turn over to the Treasurer all moneys in his hands belonging to the city.

He shall, without delay, deliver to the Mayor all ordinances or resolutions in his charge which may require approval or to be acted upon by the Mayor, together with all papers on which the same are founded.

He shall, on the first day of each month, report to the City Comptroller, in writing, the name of each alderman, the number of meetings of the City Council held during the preceding month, which such aldermen attended, and the number of meetings of the City Council held during the preceding month which such Aldermen failed to attend.

17. Assistant City Clerk-Duties of.] He may appoint a deputy, who, in the absence of the Clerk, in case of sickness or otherwise, shall be empowered to perform all the duties of the City Clerk, and shall receive as compensation for his services the sum of one thousand fifty dollars per annum, payable in equal monthly installments.

18. Bond-Compensation.] The City Clerk shall, before entering upon the duties of his office, execute a bond to the city in the penal sum of three thousand dollars with such sureties as the City Council shall approve, conditioned for the faithful performance of the duties of his office, and shall re

ceive as compensation for his services the sum of two thousand
dollars per annum, payable in equal monthly installments.

19. Filing of Ordinances-Acceptance-Bonds.] The or-
iginals of all ordinances passed by the City Council shall be
filed in the Clerk's office. It shall be the duty of the Clerk to
report to the Council (such report to be made a part of the
official record) all acceptances of ordinances and bonds con-
nected therewith, which have been filed in his office since the
preceeding meeting.

20. Free Plates, Badges, Etc.] In all cases where any
ordinance of the city requires a license to be obtained for the
purpose of engaging in or carrying on any business or occu-
pation, and such ordinance requires the licensee to obtain from
the City Clerk metal plates or badges, it shall be the duty of
the City Clerk to deliver such plates or badges, or either of
them, free of charge to the person paying the license fee, and
such fee shall be considered as covering the cost of the issu-
ance of the license together with the plates or badges.

21. Fiscal Year.] The fiscal year of the city shall com-

mence on the first day of January in each year.

22. Comptroller-Office Created-Appointment.] There is hereby created the office of City Comptroller. He shall be appointed by the Mayor, by and with the advice and consent of the City Council. His term of office shall be two years or until his successor is appointed and qualified.

23. Comptroller's Bond-Compensation.] troller before entering upon the duties of his office shall take the oath or affirmative prescribed by law for city officers, and shall execute a bond to the city in the sum of twenty-five thousand dollars, with such sureties as the City Council shall approve, conditioned for the faithful performance of the duties of his office, and shall receive as compensation for hs services the sum of two thousand dollars per annum, payable in equal monthly installments.

24. Comptroller's Clerks.] The Comptroller shall appoint such assistants, clerks and subordinates as the City Council may authorize, and shall be held responsible for the fidelity of the persons so appointed by him, and may remove them at his pleasure.

Comptroller's Clerks' Bonds. Said Comptroller shall require good and sufficient bond to be given by all such assistants, clerks and employes in his office, who shall receive, or have the care, custody or handling of any moneys or other valuable things belonging to the City of Peoria, which said bonds shall be approved by the Mayor.

25. Duties of Assistant Comptroller.] Said assistants, clerks and subordinates shall be subject to such rules and regulations, and shall perform such duties as shall be prescribed or required of them by said Comptroller or the ordinances of the city.

26. Comptroller's Duties.] Said Comptroller shall be charged with, and shall exercise a general supervision over all the officers of the city, charged in any manner with the receipt, collection or disbursement of the city revenues, and the collection and return of such revenues into the city treasury. He shall be the fiscal agent of said city, and, as such, shall
