SIR-We respectfully submit the second biennial report of the Illinois Southern Hospital for the Insane; covering the period from December 1, 1874, to September 30, 1876. The superintendent's and treasurer's reports are so complete as to make a very full commentary by the trustees unnecessary. We would call your particular attention to that portion of the superintendent's report treating of the expenditure of special appropriations and improvements made. The estimates for special expenditures during the next two years have been. carefully considered, and it is hoped that the legislature will make the appropriations herein asked for, without further deduction. The estimate for ordinary expenses is based upon past experience in this hospital, and can be relied upon as being as nearly as possible the sum actually necessary.

The affairs of the hospital have been ably managed by our worthy superintendent, Dr. A. T. Barnes, and he has our cordial endorsement in all that he has undertaken and accomplished.

The defective ventilation of the north wing should be remedied and the patients confined therein secured against the poisonous effects of bad air.

There are defects in the heating appliances, which demand an early remedy, particularly by the substitution of a smaller main steam-pipe for the excessively large one now in use. The means for the extinguishment of fire, asked for by the superintendent, are necessary not. only for the preservation of the property of the state, but for the more humane purpose of guarding against the probable loss of life. amongst the unfortunate persons confined in the hospital, should fire destroy the buildings. We herewith furnish a list of appropriations needed:
