A MEMORIAL to the Congress of the United States asking for an Appropriation to Pay the Unpaid Balance Awarded to Citizens of Florida under the Provisions of the Several Acts of Congress passed in furtherance of Article Nine of the Treaty between the United States and Spain, concluded February 22d, 1819.

WHEREAS, In Article ninth of the Treaty between the United States and Spain, concluded February 22d, 1819, the Claims of citiUnited States obligated itself to cause satisfaction to be made under treaty for the injuries, if any, which, by process of law, shall be estab- with Spain of lished to have suffered by the Spanish officers and individual Spanish inhabitants by the late operations of the American army in Florida, and Article eleven of said Treaty further provided for the payment of the same if the sum of the claims did not exceed five millions of dollars; and whereas, The Congress of the United States in furtherance of said stipulation did pass the following acts:

An act to carry into effect the ninth (9th) Article of the Treaty concluded between the United States and Spain, ap- Proceedings proved February 22d, 1819, and an act for the relief of certain treaty. inhabitants of East Florida, approved June 26th, 1834, under and by virtue of the several acts, the Judge of the Superior Court therein named, in conformity with the spirit and letter of the said acts, and under a just and equitable construction of the same, did adjudicate said claims, decreeing a principal sum, together with interest upon the same for years at a fixed rate per cent., and did report the same, together with the evidence on which they were founded, to the Secretary of the Treasury of the United States; and whereas, The Secretary of the Treas ury in the conformity with the law did pay to the several claimants, whose claims had been adjudicated, or to their authorized agents, the principal sum decreed, but from some cause unknown to your memorialists declined to pay the interest, which constituted a part of the award in each case; and whereas, Your memorialists have been informed and believe that the sum so paid in part satisfaction of the said award does not exceed one and a half million of dollars; therefore

an adequate appropriation be made to pay the unpaid balance, being the interest awarded as aforesaid, and that the Secretary of the Treasury be required to pay the same. Your memorialists believe that the Congress of the United States ought in justice and equity to provide for the payment of the interest so awarded in consistency with the requirements of the Treaty aforesaid, and the several acts of Congress in furtherance thereof, and respectfully request that our Senators and Representatives in Congress present this memorial in their respective Houses, and that the Secretary of State do furnish copies of this memorial to our Senators and Representatives in Congress. St. Andrews' bay.

MEMORIAL to Congress asking an Appropriation to Dredge the Bar and Deepen the Pass at St. Andrews Bay, Florida.

Your memorialists, represented by the Legislature of the State of Florida, do request as follows:

That the Members of Congress representing the State of Florida in the United States Senate and House of Representatives at Washington, do use their utmost endeavors to secure the passage of a bill appropriating fifty thousand dollars for the purpose of dredging the bar and deepening the pass into St. Andrews Bay, Florida.

And would further memoralize the Congress of the United Port of entry. States to declare St. Andrews Bay a port of entry.

Would also ask that the Secretary of State be directed to present to each of said Members of Congress a copy of this memorial under the seal of the State.

MEMORIAL to Congress Relative to a Light House at St. Andrews Bay

WHEREAS, The rapidly increasing population of the country adjacent to St. Andrews Bay, a harbor only second in its great natural advantages to that of Pensacola, requires that it should have such aids and facilities to commerce as are granted to other ports under similar circumstances; And whereas, The commercial prosperity of this port is greatly impeded by the absence of all guides to the entrance of the harbor; therefore

MEMORIAL to have an Appropriation made to make Navigable_the
River Styx, from where it Intersects with Moccasin Slough (caused by
Obstruction in Blockading Apalachicola River during the late War) to
Couch's Landing, distance of four miles.

WHEREAS, If said river was navigable it would open up for settlement some rich lands in the State, and would be of material benefit

The Legislature of the State of Florida do resolve as follows: That our Senators and Representatives in Congress be River Styx. requested to take immediate steps towards securing, and to use their earnest efforts to have an appropriation made for the purpose of cleaning out and rendering the said River Styx navigable from Moccasin Slough to Couch's Landing, distance four miles.

MEMORIAL to Congress asking that a Mail Route be Established from DeFuniak Springs, Walton county, to Boggy Bayou via Alaqua, Walton county, Florida.

Mail Route.

MEMORIAL to the Congress of the United States.

WHEREAS, The necessities of a mail route are daily becoming more apparent to the citizens of Jackson and Calhoun counties, Florida, or those of us living on the west side of the Chipola river; and whereas, Many immigrants are almost daily eoming amongst us who find themselves cut off from almost all railroad facilities; and whereas, The establishment of a weekly mail route running on the west side of the Chipola river from Marianna, Jackson county, to Wewahitchka, in Calhoun county, Florida, a distance of sixty miles, would largely benefit us; therefore, be it

MEMORIAL to Congress Asking for a Mail Route from Marianna, in
Jackson County, by way of Porter's Ferry, in Washington County, to
St. Andrews Bay, in Washington County, Florida.

SECTION 1. Be it resolved by the Legislature of the State of Florida, That our Representatives and Senators in Congress be requested to use their efforts to procure the establishment of a tri-weekly mail from Marianna, in Jackson county, by way of Porter's Ferry, in Washington county, to St. Andrews bay, in Washington county, Florida.

SEC. 2. That the Secretary of State be requested to furnish to each of our Senators and Representatives in Congress a certified copy of this memorial.
