For convenience, the term national monument, when used in these regulations, includes national parks, battlefield sites, national monuments, and miscellaneous memorials. 2. Supervision.-a. The Quartermaster General.—The Quartermaster General has charge of national military parks and national monuments and the records pertaining thereto. (See A. R. 30-5.) The Quartermaster General is also charged with the work incident to the establishment of new national military parks authorized by Congress and of national monuments established by Executive orders and proclamations. b. Corps area commanders.-Corps area commanders are charged with the administration of completed national military parks and national monuments within the limits of their corps areas. 3. Estimates for funds.-Each officer having administrative control of national military parks and national monuments will submit to the Quartermaster General, in ample time to reach that office not later than January 1 of each year, annual estimates of funds required for maintenance and operation of each of the national military parks and national monuments under his control for the fiscal year beginning the 1st of July the following year. Separate estimates will be submitted for each national military park and national monument on forms to be prescribed by the Quartermaster General. 4. Procurement authorities.-a. Issuance. (1) When practicable, procurement authorities will be issued to cover annual requirements, with restrictions as to the amount that may be expended each quarter, and with authority to carry the balances remaining at the end of any quarter to the succeeding quarter of the fiscal year involved. Funds allotted for a given quarter can not be used in a preceding quarter. (2) In so far as practicable, procurement authorities will be issued under the general purpose number, restricted to a group of purpose numbers. (3) Funds covered by procurement authorities under the general purpose number must be obligated and expended under a specific purpose number which will be used by the procuring agency on all procurement papers issued under and chargeable to that procurement authority. b. Subprocurement authorities.-Corps area commanders are authorized, in their discretion, to suballot funds to superintendents of national military parks. c. Record of expenditures.-The procuring agency will keep a record of the expenditures under each procurement authority so as to show the total expenditure by purpose numbers under each project. Funds obligated under a procurement authority issued under a general purpose number must be accounted for under specific purpose numbers. d. Report of status of funds. (1) Each officer to whom funds are allotted will submit to the Quartermaster General within 20 days after the close of each quarter a report showing the status of funds allotted, expended, obligated, encumbered, and the free balance, if any, on form to be prescribed by the Quartermaster General. |
