The Tenth New York State Conference of Charities and Correction was held in the Senate Chamber, in the Capitol at Albany, November 16-18, 1909, under the presidency of Mr. Mornay Williams, of New York. The program was unusually broad and the papers and discussions were of a practical and comprehensive character, indicating the growing strength and importance of the conference. Emphasis was placed upon the necessity for effective preventive work, especially as applied to tuberculosis and the procreation of the defective classes, and for a broad policy on the part of the State in the care of its defective, dependent and delinquent classes. The exhibit was again an important feature of the conference. A special section under the direction of Dr. Henry H. Goddard, of the Department of Research of the New Jersey Training School for Feeble-Minded Children, consisted of a graphic representation of the effect of heredity on feeble-mindedness. Another interesting section presented an exhibit and demonstration of the fingerprint system of identification, under the direction of the Department of Prisons.
